Congress Quits

On New Dry Bill
f
Efforts of Prohibition Leaders
To Push Anti-Beer. Meas
ure Through at Last
Minute Fail.
Washington, Auk. 25. Congress
tossed the Campbell-Willis anti-beer
bill into the legislative scrap heap
last night and voted itself a month's
recess, beginning at Midnight.
After days ol" stormy filibustering
the "tlrys" threw up the sponge and
abandoned their efforts to force a
final vote on the anti-beer bill.
Efforts of prohibition leaders to
lure the 'wets" into an agreement
to vote on a fixed tlate when con
press reconvenes in September were
unavailing. After Congress return,
to its duties on September 27 it is
expected that the tax and tariff bills,
the railroad funding bill, and the
bill to refund the foreign debt, will
have the right-of-way and no one
would hazard a prediction when the
anti-beer bill could be brought up
again.
In the closing hours of the session,
the $4S,5i)0,000 shipping board de
ficiency bill and the $1,00(1,000,000
farm export credits bill were finally
enacted into law. President Hard
ing arrived at the capitol shortly be
frre midnight and signed these two
measures in the president's room,
off the senate chamber. . 1
Defeat of the anti-beer bill was
rendered certain when the house, by
a vote of 146 to 129, concurred in
t'la senate recess resolution. The
resolution which was passed by the
senate several days ago, left con
gress with no choice but to quit at
midnight. As a result, the "wets"
were able to talk the anti-beer bill
to death.
