Washington, Aug. 12. Advocates of the American valuation plan won a victory when republican members of the senate finance committee ap proved the principle of the scheme as embodied in the Fordney tariff bill. A number of amendments making more specific some of the provisions were considered and will be formal ly adopted tomorrow. Action on the proposed dye em bargo also will be taken tomorrow. Before approving the American valuation plan, the republican mem bers decided not to permit the demo crats of the committee to participate in further executive sessions relative to the tariff bill. Senator Penrose, chairman of the committee, an nounced last week that the American valuation plan and the dye embargo were not partisan matters and that action upon them would be taken with the democrats present, although the republicans would decide on rates of duty without the assistance of the minority. Inasmuch as the democrats were lined up solidly against the American valuation plan and might have had the support of one or two republicans, action on the proposition might have been of a different nature if they had been allowed to remain. Oppose Dye Embargo. The democrats are also against an embargo on imports of dyes. Whether their ejection from the com mittee sessions means t!iat the re publicans will vote to restore the dye embargo provision in the Fordney bill is uncertain. Strong pressure has been brought by administration leaders to induce the finance com mittee to approve the embargo and it is considered quite possible that this action will be taken. Republicans members of the house ways and means committee will meet with the republicans of the finance committee tomorrow morning to dis cuss the American valuation and dye embargo provisions. It was stated that Representative Longworth of Ohio, leading advo cate of the dye embargo, is prepared to suggest some modifications in the embargo scheme as rejected by the house, following favorable action by the ways and means committee. Princicle Unchanged. The amendments to the American valuation sections of the Fordney bill do net change the principle They were proposed by George C. Davis and Utto Jrix of the customs service, who were in conference with members of the committee to day. Mr. Davis and Mr. Fix opposed the adoption of the American valuation on the ground of administrative dif Acuities involved, but when they found the committee was determined to approve the scheme, joined in an ettort to make the plan more work able. The American valuation plan will provide as heretofore, that the duties shall be assessed on the wholesale selling price in the principal Amen can markets on the date of exporta tion from a foreign countrv. An amendment will provide specifically tnat tne comparable wholesale sell ing price of American articles shall be the basis of valuation and where comparability cannot be established by the appraiser, that the basis shall be the American wholesale selling price ot comparable imported arti cles. Secretary of Treasury Warns Congress Expenditures Must Be Sliced to Meet Cut In Revenues. Washington, Aug. 12. Both ihr; administration and congress were warned by Secretary Mellon that the $350,000,000 reduction in estimated departmental expenditures agreed upon at the White House conference last Tuesday as a part of the whole tax revision urogram, could be sc coinplished only by the exercise of the most ncid economy. "To accomplish this reduction,' Mr. Mellon declared, in a letter to Chairman Fordney of the house ways and means committee, "it will be necessary for the administration, with the assistance of the d;rector ot the bureau of the budget, to put forth its utmost efforts to insure economy in every government activity and for congress, on its part, to give the most whole-hearted co-operation, not only by avoidance of new expendi tures, but also by the limitation or repeal of various outstanding bal ances and authorizations. Democrats Attack Plan. "The estimate or receipts, on the other hand, represents the utmost expected to accrue during the year, particularly in view of the uncertain tics resulting from the depression in business and the shrinkage in in comes and profits." The tax question got into the house debate today, democratic leaders at tacking the program with charges that only the wealthy would be bene fited by most of the proposed changes in the revenue law and that the curtailment in departmental expendi tures for this fiscal year, agreed upen at the White House confer ence, would prove merely "paper savings." Republican leaders replied with the declaration that the new law would lift $600,000,000 off the people yearlv and launched a counter attack against the democrats for leaving over to this administration, what was de scribed as unnecessary burdens grow ing out of the war, including pay ments to the railroads. Economy "Smoke Screen." Representative Byrnes, South Car olina, a democratic member of the appropriations committee, said that Representative Mondell, Wyoming, the republican leader, in his claim of savings, had made Director of the Budget Dawes, "a piker in the economy game." He added that the republicans pretended economy was only a "smoke screen" to deceive the people and they knew that as the end of the fiscal year approached, they would have to borrow money to meet expenditures. "Their hope." he declared, "is that the people will not know it until after the next election." Chairman Fordney, in a vigorous repl-, said the democrats had fooled the people for eight years until final ly turned out of office and that the republicans were going to fool them by cutting off $600,000,000 of their taxes. . . j Police Find Graveyard For Stolen Motor Cars . Chicago, Aug. 12. A "graveyard" for automobiles was found by the Summit police yesterday at the bot tom of an abandoned quarry, now filled with water, and just outside the city limits. Fourteen automobiles have been found at the bottom of the pool, the water in which is 80 feet deep, and a diver is expected to find more machines. Chicago police are working with the Summit police and with a num ber of license plates already found, insurance companies will be asked to co-operate in uncovering what is believed to be a band that has spe cialized in the disposal of cars for the collection of insurance. Roberts discovered the body of his 13-year-old son, Charles M. Roberts, hanging to a transom rod. A note in the Boy Scout code was found in the boy's pocket. Landslide Kills 40 Persons In Austrian Tyrol Village Berne, Switzerland, Aug. 12. Forty persons have been killed and many persons are buried in debris in the village of Klausun, in the Eisack valley of Austrian Tyrol which has been partically destroyed by a land slide.
