TOWN- Railroad Board Authorizes Cut In Express Wages Reduction of Six Cents an Hour, Effective On August 1, Announced No Re duction in Rates. Chicago, July 12. Employes of the American Railway Express cqmpany- will receive a wage xt duction of 6 cents an hour, begin ning August 1, under a decision of the United States labor board today, The cut will affect all employes of the company except a few hundred shopmen, about 50,000 workers, or 5 per cent under the normal force being in the express service at the present time. No reduction of express rates is contemplated at this time as a re' suit of the wage cut, express com pany officials said today. It is estimated that approximately $8,000,000 will be sliced oft the an nual labor bill of the company un der the reduction, with the present number of employes. The company normally employs between 70,000 and 75,000 workers. The company had petitioned for restoration ot the rates or pay in effect prior to the board's $30,000,000 wage award on August 10, 1920. A uniform increase of 16 cents an hour was granted the men by that de cision. Today's ruling takes away less than half of the 1920 award. The American Railway Express company is a consolidation ot seven large companies brought together during federal control. The director general of railroads granted the ex pressmen an increase of $25 a month in April, 1919, retroactive to January. Hours and overtime rules resulted in further increased com pensation in September of that year. A year later the labor board granted the 16-cent increase, retroactive to May. In May of this year the company called its men to a conference look ing toward a wage reduction, as pro vided in the transportation act, but the employes refused to consider a reduction The case then went to the labor board, as the act provided. Business men of Scottsbluff are planning an educa tional campaign in this and sur roundincr counties to interest erad uates of the eighth (trade in the educational advantages offered by the Nebraska School of Irrigation, a part of the state university, which will open its first fall term Septeni' ber 12. Believing that a board of regents hostile to the school has handicapped it in a measure by providing but a two-year course of study, the bus iness men may ask enlargement of the course to make it more attrao tive to students. Supt. T. M. Mc Carthy is planning to make personal visits to explain the advantages of the school to those who expect to farm in the irrigated country. The school represents an invest ment to the state of $50,000. Ground was donated by Scottsbluff business men. .Registration the tirst semester, which began January 3, reached 23, including five. soldiers taking voca tional training under government auspices. Senate Committee to Consider Refund Bill Washington, July 12. The admin istration bill to authorize the secre tary of the treasury to conduct ne gotiations for refunding of the loans made by the United States to the allies will be considered tomorrow by the senate finance committee. Chairman Penrose said tonight he hoped the committee would author ize a favorable report. He added that he would seek to bring the measure up for senate action at an early date. The committee, at its meeting to morrow, Chairman Penrose said, would first determine whether it was desired to call additional witnesses. In the event further testimony was desired, he said, he would call a meeting of his committee Thursday to pursue the subject. Man Arrested on Charge Of Passing Bad Checks Osceola, Ncb July 12. Warrant was issued by the county judge for the arrest of George Robinson, formerly . of Stromsburg, who on Saturday eve ning cashed checks to the amount of over $200 at various business houses in Stromsburg. Hard Times In U.S. Come From Europd Hoover Declares Sccretary of Commerce Says Recovery Depends Upon , Courage and Return to Economy in Living. Boston, July 12. Recovery from economic depression in the United States as well as abroad, depends upon "courage and applied intelli gence and the return to primary vir tues of hard, conscientious toil and economy in living," Secretary Hoover declared, in an address before the National Shoe and eLather Expo sition. "There may be no recovery from these hard times for many years to come," Mr. Hoover said, "if we ne glect our economic relatjpns abroad. The hard times that knock at every cottage door came from Europe: No tariffs, no embargoes, no navies, no armies can ever defend us from these invasions. . Uur sole defense is tiie prosperity of our neighbors and our own commercial skill. The recovery of our foreign trade can march only in company with the welfare anc prosperity of our customers." Discussing efforts in Europe to re cover from the destruction of tin war, the secretary said that "in the reinforcement of their marketing machinery, many of the governments are stimulating the consolidation of banks and manufacturing concerns." Seek to Control Exports. "Governmental and governnient encouraged combinations are being created," he said, "to control exports and imports to exploit foreign mar kets. They are seeking special con cessions for development and trade throughout the world. Altogether these policies comprise a militancy in commercial expansion that compares with Elizabethan England. "Any improvement in European production of manufactured goods will favorably affect our market for raw materials such as cotton and copper. wl am confident there win be a return to prewar demand for these. But as to our manufacturers, we must get production costs down. The surest road to continued high wages and the surest safeguard ; against unemployment is to remove every restriction on effort. This must extend from our mines to the railways, to the factories, to the wharf and to the ship. It means smaller profits. It means that we must have ultimately much lower transportation rates. It means we must have better organized market ing machinery abroad under Ameri cans. It means the establishment of adequate short time credit ma chinery, and much more care in for eign risks than our merchants have shown in the last 12 months. Must Remove Burdens. "It means the government must remove as quickly as possible those unnecessary domestic burdens upon commerce to which the government is a party, by the reorganization of our tax system, the settlement of the tariff question, the reduction in gov ernment expenditure and by the settlement by the government of the outstanding claims of our rail ways. It means we must ceast try ing to drive American ship owners off the sea with tax-paid shipping losses. I am satisfied we can hold our markets, our higher standards of living and wage, if we will all put our backs into it." Discussing the foreign debt owed to the United States and its citizens, which he placed at "between $13,000.- 000,000, and $15,000,000,000," Mr. Hoover said: "If we stop giving more credits and demand payments of interest on debts due our government, our ex ports will further decline and the de cline will find its interpretation in more unemployment among our own people and more displacement of our industries. I am confident our debtors can eventually carry the debt tfiio to us." Protective Body Is Formed By Bankers Of Western Dakota Rapid City. S. D., July 12. (Spe cial.) Twelve bankers from the fi nancial institutions ot the county met here and organized the Western South Dakota Bankers' Protective association. The object of this or ganization is to furnish protection against attempts at robbery of banks and to apprehend and convict thieves. The organization is offering $1,000 reward to any person who is re sponsible for the capture and- con viction of a bank robber. It is also the plan of the organiza tion to use ex-service men to be deputized as deputy sheriff's and to work out a svstcm by which the tele phone and telegraph lines will play an active part in the pursuit and capture of the robbers. High freight rates on live stock and feed prevent producers from replenishing their ranches and the price of meat will be advanced to the consumer, the board of railroad commissioners of South Dakota, said in a brief filed today with the Interstate Commerce commission.
