Shop Crafts Workers Warned
Against "Runaway" Walk
outs Because of Recent
Reduction in Wages.
Chicago, July 9. Warning was to
day sent by the railway employes
department of the American Fedcra-
tion of Labor, to shop crafts unions
on all railroads to so conduct theiu
selves that they will not become In
volved in a stoppage of work.
In plain words, it is a warning that
there must be no "runaway" strikes
or any sulking in the tents of sa
botage on the part of disgruntled
employes.
The letter points out that the shop
crafts compose only 22 per cent of
the 2,000,000 railroad employes in the
country and that no action on the
wage cut recently ordered by the
United States labor board and which
wont into effect July 1, should be
taken without authority of the rail
way employes' department. All em
ployes are asked to refrain from any
action which might lead to an unau
thorized strike.
Complaints Heard.
Complaints against the Pennsyl
vania railway were heard today by
the United States labor board. Menu
bers of the shop crafts and clerks'
unions charge that officials of the
Pennsylvania system have violated
their agreement with the men in ne
gotiating with them individually in-'
stead of through the unions.
Brigadier General Atterbury and
20 officers of the Pennsylvania were
present at the hearing. Similar
charges are pending against the Long
Island railroad and recently the Pull
man company was ordered by the
federal labor board to deal with its
men through their unions instead of
dealing with individuals, although a
majority of the Pullman employes
are not members of unions.
Admits Charges True.
E. T. Whiter, assistant to Vice
President Atterbury of the Penn
sylvania system, practically admitted
that the charges of the unions were
true. He criticized openly several of
tht decisions of the labor board and
attacked the one that restored . the
abrogated contracts. He closed by
saying:
Our employes will not strike un
less an attempt is made to treat them
unfairly and our railroad has always
treated its men fairly. We will con
tinue our negotiations in our own
way.
