THE BEE: OMAHA, SATURDAY, JULY 9, 1921. Governor Says Departments Must Retrench Expenditures Must Be Kept Down to Appropriations Unnecessary Employes To Be Released. Lincoln, July 8. (Special.) There will be no more deficiencies in state departments. ' Every, department toiu&t withhold 10 per cent of its appropriations for emergencies. ,- ' Unnecessary 'employes on .the pay roll must ko. ' . '. c These are radical changes in state government which Governor McKel vie in a letter to Phil Bross, secre tary of the state department of rev enue and finance, declared he would . insist upon in the future now that the legislature has finally given the gov ernor power to check all expenditures in advance through Ihe medium of quarterly estimates to he sent to Bross and checked by him. High lights in ;thc governor's in structions to Bross follow: "In order that there. may be the proper guarantee of funds to meet claims, expenditures shonld not be contracted to be paid before the tax money is available to meet them This applies with particular force to . building operations, hi which only half of the money will become avail able during the first year of the bi enniuni. ; ,-, "You are Instructed to investigate with utmost care . the manner in 'which the money-in being used by the various expending agencies with a view of eliminating every unnec essary cost tn the running ot the state government and the institution for which appropriations were made by the last legislature,. "Heads of , institutions and others who are responsible for the use of state money should- be advised of the necessity for'-eliminating from the pay roll every employe' who is unnecessary to the successful con duct of the public business. "I would have you impress upon executive and administrative heads that the ability,' to effect practical economies in their departments will be one of the principal tests of fit ness for their work."",; State Probes "Black Hand" " Letters at Salem After Fire Lincoln,1 July 8... "Black hand" letters to members of the village board at Salem, Neb., threatening to take their lives and burn their property figure in the in vestigation of a '"fire ; bug" scare being made ; at Salem l by Harry Hauser, ad 'eputy in the state fire marshal's office. - ; "I i The house- of -S. F.. Twist, justice of the peace and a member of the village boardhas. been damaged by fire. It was set on 'fire in nine dif-" ferent places, the windows were nailed shut and blankets saturated with kerosene hung over them, kind ling -was piled in every' room and H kerosene poured ver hV The fire was put out before much damage was done. - Twist was reported out of the city when Hauser made the investigation. Plattsmouth Man Reported Missing From Kansas City Kansas City,' July 8. (Special.) Earl R. Travis of riattsmouthkNeb., who had been stopping at the Oak ley hotel since May 15, disappeared from the hotel June 20 and has not been heard from since. According to T. G. S. Cole, a brother-in-law of Travis, and prose cuting attorney at Plattsmouth; Travis is divorced from his wife and is the father of two children, 7 and 10 years old. When last seen Travis was wear ing a gray suit of clothes and a soft hat. The third finger on his fight hand is missing. Two Out of 64 Convicts Have Broken Paroles Lincoln, July 8. (Special.) Two of 54 men paroled from the state penitentiary since January 1, 1921, hae broken their paroles, N. T. Har mon, secretary of the state board of pardons and paroles, reported today. Both of these men left their employ ment and have not been heard from since. They are: John Walsh, convicted of burglary in Dawes county, ran away from a South Dakota farm. John Potter, convicted ot breaking and entering, ran away from a farm near Walt- hill. Mrs. Kate Richards O'Hare Cancels Speaking Date Table Rock, Neb.; July 8. (Spe cial.) The lecture of Mrs. Kate Richards O'Hare, for which she had. been billed in Table Rock, was called off owing to her having been kidnaped at Twin rails, Idaho. A Challenge To A Men!
