Unions Opposed
To Industrial
Equality Plan
V 1 !;!.. . wr J
Negroes Provided for in
Amendment of A. F. of
L. Voted Down.
Denver, June 24. The convention
of the American Federation of Labor
today voted down a constitutional
amendment designed to give women
"equal right and 'privileges of mem
bership in the union of their trade
or industry." All affiliated unions,
however, were urged not to discrim
inate against the woman wage earner
nd admit her to membership
Efforts to wipe out the "color line"
in organized labor organizations also
failed. The convention took the
Hand that national and international
anions could not be compelled to
recognize negro workers and that
'.his was a malter to be adjusted by
conference between the negro wage
earners and the various organiza
tions. Both questions were .the subject
f long and stormy debates, in which
discrimination by certain unions
igainst the negro and woman wage
larners was bitterly denounced.
The committee's report rejecting
the constitutional amendment to give '
women "industrial equality" defend- j
rd the federation's stand on women
in industry and cited efforts to get I
better wages and working conditions j
for them. It declared that only a j
"few unions" were discriminating
igainst women and for that reason
disapproved the amendment and
urged that "those international and
national organizations which do not
admit women to membership give
early consideration for such admis
sion." Speak for Women.
Equal rights for women in in
dustry was voiced by delegates from
the cigarmakers' and the laundry
workers' union, who declared "if a
woman does a man's work she
should receive a man's pay." All
declared that organized labor should
protect the woman wage earners.
W. D. Mahon, president of the
Amalgamated Association of Street
Ra'lway Employes, declared that his
organization would not allow the
federation to dictate to it in the mat-
ter of woman's labor. He said he j
was in favor of protection for woman
workers, but he did not believe that 1
the "back platform of a street car f
was the place for a woman."
The defeated constitutional amend- !
ment would have provided for the j
issuance of a separate charter by the j
federation to a woman's local with- j
out the consent ot the union Having
jurisdiction over the particular trade
Negro Not Recognized.
The negro question arose cn the
report of the committee on laws
which disapproved a resolution call
ing for the suspension of unions that
discriminated against negro workers. ,
The committee, however, was upheld
by overwhelming votef i

to forceviny affiliated union to wipe
out the "color line," President Sam
uel Gompers said:
"The American Federation of La
bor has previously declared that it
is the duty of all workers to organ
he, regardless of sex, nationality,
lace, political belief or color.
"The federation, however, cannot
force this view upon individual or
affiliated unions without their con
sent." Jordan V. Chambers, negro dele
gate of the railway coach cleaners of
St. Louis, declaring that conferences
between members of his race and the
onions had been ordered at previous
conventions, but never had been held,
urged drastic action to compel recog
nition of the negro workers.
Vote Wheeling Aid.
Union labor organizations of
Wheeling, W. Va., were voted as
sistance of the federation in fighting
a court ' injunction served on them
yesterday and for which a hearing
has been set for tomorrow morning.
A telegram read to the convention
said none of the attorneys of Wheel
ing would consent to represent the
unions in their court action.
The telegram said that an em
ployers' organization had obtained
an injunction restraining virtually all
trades unions of Wheeling from
holding any meetings, congregating
on the streets, in public meeting
places or in rooming nouses because
of a building trades strike now in
progress. i ne unions, rnemoers,
employes and officers were also en
joined from interfering with any
member of the employing organiza
tion, its patrons or prospective pa-
ons. the telesrram said.
