One thousand and fifty-four ex
aminers are employed by the gov
ernment to search the books and
records of American corporations so
that the government can know
whether these corporations and part- '
nerships have paid what they should
pay in the form of taxes. These
examiners cover the entire country.
They will, however, be occupied for)
a long time in making their investi
gations and after that has been done
in preparing their reoorts for in
spection at Washington.
The salaries which these examiners
receive will in the aggregate slice off
a considerable part of the receipt
from taxes. But these salaried pay
ments represent only a comparative
ly small part of the cost which the
collection and the certification 01
taxes that have been paid involve.
A year or more ago the Washington
authorities decided to organise a school
In which Instruction could be given ro
a to qualify for the work of examiners.
Some rather puzzling results have fol
lowed the organization and operation of
thl school. The government was snxious
to add to the number of examiners, but
was alao determined to appoint none but
qualified men for this work.
Several hundred inlned tha school. Mar.V
of them were certified accountants. They
were competent to make Investigation of
tne dooks or corporations and to audi:
accounts. But they . speedily discovered
that qualifications of this .kind did not '
avail with the government. ' B'or the gov-,

differs from that which has been accepted
as sufficient qualifications for a chartered
accountant Why the government adoptml

A a result of the examinations which
followed a course of two months at the
government school only 64 were found
qualified. Not more than .25 per cent of
the chartered accountants passed the
amlnation. Not all of those who entered
the school remained until the course wus
finished. Some were discouraged and
withdrew, but a considerable number gave
up the school not so much because they
were discouraged as because they ivcr
satisfied that the government's method
would never do for a chartered account
ant who wa engaged to examine tit
bonks and to determine the assets and
liabilities of a corporation.
A Single Example.
One example of an experience whtrg a
New England corporation not engaged In
manufacturing, but In a very large whole
sale business was recently met with ma
well Illustrate the kind of examination
which the government is now causing tbe
examiners to make. This corporation took
utmost pains and employed highly com
petent service so that It might discover
what Its tax should be. This work of
Itself entailed considerable expense ss it
has done with all corporations whlc'i
have made reports and hare paid taxis.
But the government was not satisfied,
although the business reputation of this
firm was of the highest. Its credit his
always been Al and yet one day a few
weeks ago there appeared ln the office
of this company a man who said he was
a government examiner and had heen
Instructed by the government to make ex.
haustlve Investigation ot the corporation.
As he expressed It, It was hi special
duty to "comb out" the expense account.
He called for cash books running back
to 1918. He scrutinized every Item and
made comparison between the entries for
one year and th entries for other years.
In the expense account he found various
charge due to the cost, upkeep and opera
tion of automobiles, two electric car and
the car also used by the salesmen. He
went back to the first cost of each of these ,
cars. Then he checked off th expens
account wondering whether the deprecia
tion had not been too greatly allowed, -
He compared the first cost of the auto
and electric car with their present-day
value. He traced back from 1921 to 1914

and a number of automobiles.
Prjlng Into Everything.
When he was through with the auto
mobiles he called for the books which
showed what the salary accounts were,
and made careful comparison between
sslarles paid In 1916 and the sal.-.rles
which were paid ln each succeeding year
up to 1921. The entire work occupied
the greater part of three weeks. The ex
aminer called for assistance and some of
the salaried officers of the corporation
gave to him their entire time for .nearly
two weeks although it Is probable that
the government will not allow this as a
part of the expense.
Having complete!, bis examination the
examiner must make a report. This will
be a voluminous document It goes to
Washington and there is submitted to the
scrutiny of government employes who
spend much time ln checking up the re
ports. Whon this work ts completed the
government send out three copies, one
to the head office in each district, one
to the local offlc and one to the corpora
tion. The administration of the tax depart
ment of the government must cost a great
deal of money. It sgems to be a fine
example of tip high art to which red
tape can be brought. It represents bu
reaucracy ln It perfect development and
there 1 not a chartered accountant in
tn United State who 1 not of the opin
ion that thl administration could be as
well carried on It a larger part of th
bureau methods were emitted.
When a corporation or partnership ha
secured from - competent authorities a
statement which show what it tax obli
gation ar and then when In good faith
it pay the taxes the end is not yet All
over the United States these government
examiner are at work in an attempt to
discover not so muoh whether a corpora
tion has paid too much as whether It
has paid too little. "
There come Intimation that Senator
Smoot, who 1 a master hand In the worlc
of eliminating unnecessary expense and
who believes that tite government la
enormously extravagant ln the adminis
tration of some of Its bureaus because a
vast amount of needless work entailing
the employment of many needless clerks
Is being done, purposes legislation which,
will greatly modify the methods new
adopted by the Internal revenue bureau
which Is represented by more than a f
thousand examiner who are visiting or
are- about to visit the office of every
corporation and partnership In the United,
States.
