The winter wheat crop is in the critical stage and the weather will either in crease or curtail the yield. Harvest injr has started in the southwest and vill move northward at a fair rate, all depending noon the weather. The government report given the trade last Wednesday suggested a loss of 51,000,000 bushels winter wheat in May and estimated the crop at 578,000,000 bushels, or the same as harvested last year. There has been some improvement since the first of the month, but as seen bv a number of careful crop experts, there is likely to be dis appointments in the yields, owing to the killing of the stools by freezing. weather and drought. In the spring wheat country of the northwest, conditions are un usually good, and the condition there of 94 to 95 is likely to be the perts see it. The total crop is estimated at 251, 000.000 bushels, against 209,000.000 bushels harvested last' vear. The total crop of wheat is 829.000,000 bushels, compared with 787,000.000 bushels harvested last year. This is enough wheat for all domestic re quirements and leave a surplus of more than 250,000,000 bushels for export when the carry-over is in cluded. A great many local traders, as well as those outside, are friendly to the constructive side of the market. They base their ideas on the light stocks and a belief that between 15.000.000 and 25,000,000 bushels have been sold for export in July in addition to a fair quantity for June. One factor that the average traders who are bullish on wheat cannot for get, is the absence of Russia from the export side. They argue that so long as Russia remains out, low prices are not to be expected. India has a shortage of 140,000,000 bushels irom last year and has not raised enough to feed itself. Italy has a pre war average of around 184,000,000 bushels, and crops of other European countries, while making a tair snow ing this year, have no surplus above consumption. The fact that stands out is the absence of reserves in lead ing consuming countries and the close adjustment of supplies to re quirements the world over. The measure directs the appoint ment of a joint committee consisting of three members of the senate post office committee and three members of the house postoftice committee to investigate and report to congress on the cost of the second-class mail service and to, determine principles upon which charges for such service should be equitably assessed. The pic ture is a powerful romance, radiating life from the very outset until the last satisfying touches, and moves as rapidly as the trim little yacht on which-most of the action transpires. Ignorance Is Bliss. Thomas Meighan scored decisive ly in his latest production, "The City of Silent Men," which opened yes terday at the Strand theater. The story deals with a country boy who in the city falls into the hands of crooks, uncon&ciously aids in the commission of a crime and is sen tenced to prison. He makes his es cape and goes to California where on his wedding day thf shadow -of his past arises before him. Hour he regains happiness makes a delight ful story. Wolf Fight. One of the climaxes in "Kazan," chief cinema attraction at the Moon theater this week, is a combat be tween a hungry wolf pack and a man and woman in the Canadian wilderness. Single Tax League Disapproves Stand On Mexican Problem Washington, June 12. Disapprov al of the administration's Mexican policy was expressed "n a resolution adopted at the concluding session of the National Single Tax league. The resolution opposed action by the American government to secure re moval of the 25 per cent export duty on oil recently imposed by Mexico at an unwarranted intereference on i h nnurrn nf that government and deplored the "avarice" of American on interests. No grounds have been offered to the State department to show that the duty was discriminatory or con fiscatory, the resolution caid. Efforts of the Single Tax party to promote a single tax program were endorsed in another resolution adopted. Baku Oil Concession Granted British Firm Washington, June 12. Large con cessions in the Baku oil fields are reported to have been granted a British company by the Russian soviet government, according to ad vices received today in official cir cles, reproducing published reports in Latvia. He cluttered up the landscape with men who had the courage to call his bluff. They paid for their courage with their lives, for they found that after all Goliath wasn't quite the bluff he was thought to be. Goliath put the k. o. on so many challengers that, like present-day fighters of good repute, no opponents could be signed to step a few rounds with him. So great had the big boy's reputation grown that the very mention of his name brought fear and trembling. Finally Goliath acquired the reputation of being un beatable and he also believed it. All the able-bodied men of that vicinity agreed. They were whipped be fore they got started ! "We can't whip him and there's nobody can," was the cry. Finally a dark horse, a mere lad and a bantam weight at that, put Goliath out after one of the classiest battles on record. Young David disregarded all the bad news he had heard of Goliath. He got the idea that the champ was not unbeatable and that in spite of past performances the giant would have to go down to defeat sooner or later, and he figured he was the lad to administer the knockout. Young David challenged the champ and was ac cepted. Articles were signed for the big bout and all the tears and pleadings of friends of Young David could not swerve him from his ambition. He knew he could lick Goliath and do a good job. What happened is history and probably gave rise to the-now popular expression, "The bigger they are the harder they fall." It was the little fellow's "I can do it" that turned the trick. Athletic history is filled with examples of the athlete who lost his nerve and turned from the certain path of success to failure, only to be saved by some in telligent friend or manager who came along, slapped him on the back, gave him encouragement' and told him to go in and win. The words that always set the has been's heart fluttering for another chance and his blood tingling to go in and win were, "You can do it." That's the way George Kelly, homerun hitter, came back after being little less than a bench warmer. There isn't a thing in the world that can't' be at tempted. Why think of failure? One must suffer some failures if one wins. The "I can't do it" fellows are whipped, before they start. The man who en courages his employes with "Go ahead, you can do it," gets more out of them than the employer who stands over his employes with a club and drives results from them. - ', The "You can do it" spirit is especially adaptable to present-day conditions. With business a great deal slower and less than this time last year, business men without the "I can do it" spirit may get downhearted and in looking to the future, which may not have just the right tinge of rosiness, have fears and qualms and think, "I can't do it, the road is too rough." The road ahead of any business following a great war, political or economic upheaval, is not altogether smooth or inviting. There are unnatural conditions to overcome and there are disappointments and pitfalls for the man who hasn't the courage to face such a. future with a resolute determination and confidence in his own ability. Speaking of dark futures, suppose a tadjJole gave up? - In cities as well as business concerns the "I can do it" spirit makes a city big in everything worth having. Should a city be confronted with unsatisfactory condi tions, those conditions will remain as long as the citi zens refuse to eliminate them. Proposed improvements should not be buried with the too easily said, "The proposition's too big, we can't handle it." If the proposition is worth considering at all it's worth carrying to a conclusion and a concurrence of the "I can and you can do it" spirit is the keynote that sounds out success. , It's easy enough to stand out on the sidelines and watch the other fellow fail. But give the failure credit; he had the nerve to start something. It isn't the fail ures one makes that names one an incompetent, but losing the courage to keep trying until success is won.
