Chicago, June 8, Notice that "un der existing conditions, no general reduction in freight rates can be justified or made effective," was sent to shippers today by E. Morris, chairman of the Central Freight asso ciation. The announcement follows a conference of railway officers in Washington last week with represen tatives of associations and shipper! interested in the transportation o: construction and road building ma terials, who asked for a general r duction in freight rates on theii commodities. The letters informed shippers tha the chief traffic officers decided ne general reduction, in rates on an; kind of freight could be made. While Mr. Morris announced thai "the carriers have realized that thd percentage of increases in rates pro duced inequalities and to correct these conditions, they are adjusting such situations," local and special conditions affecting the movement of commodities necessary for road building and also other traffic which should be considered as emergen, cies, he said, would be treated as expeditiously as the circumstances permit upon application of the shippers. The carriers were urged to reduce rates on building tile and brick by eliminating the advance of 4 cents per ton granted by the Interstate Commerce commission last August and applying previous rates. Repre sentatives of other shipping interests asked reductions equaling the entire advance authorized by the Intersta Commerce commission. "The tonnage directly affected by these requests," Mr. Morris' letter said, "approximates 25 per cent of the total tonnage of the railways, and the carriers are asked to yield on this traffic, approximately all of the increase authorized."
