process in business is still far from
complete, according to a report to
the National Electric Light associa
tion convention today. The report
was submitted hv a committee head
ed by Sidney Z. Mitchell of New
York.
"The slowness of recovery in the
financial condiitohs is due primarily
to the enormous amount of banking
funds tied up in frozen credits and
by the further enormous demand for
money for our covernments treas
ury bills, By hundreds of millions
in foreign loans which are being

Declaring that the committee felt
that it was nationally important
"that young men should start their

leges, correct 'information' as to pub
lic service and private ownership. It
was indicated that this would 1e at

Baldwin Locomotive company, is
quoted as having al that he 1ook
for prosperity unexampled in our his
tory not later than December of this
year and possibly as early as No
vember. Mr. Vauclaim differs from
other directors of great industries in, J
setting the time so late in the year.
Judge Lovett fixed the date when
revival of prosperity would be made
evident immediately after July 1 of
this year. Judge Gary did not iden
tify the date by mentioning the
month or the day of the month, but
said to his friends of the steel indus
try that prospcrity? unless gncvous
mistakes be made, is at hand. That
is also the opinion of Charles M.
Schwab, and Herbert Hoover has
said that he believes that world con
ditions will be stabilized within two

Mr. Vauclaim has in his own in
dustry set an example which other

of locomotives to be delivered to one
of the nations of central Europe and
