That states ought to review insur ance rates as to reasonableness and adequacy toward licensing insurance companies, in place of a private ex change holding control over the various companies, is the belief of Alfred M. Best, expert insurance critic and editor of numerous insur ance pamphlets in New York City. Mr. Best was in Omaha Sunday and Monday in consultation with in surance men on private "matters. The middle west is not backward in the insurance business, Mr. Best declared. Believes in Local. "In the last five years numerous local companies have been estab lished, and with success," he said "I believe in the formation of local companies if they are big enough to compete with eastern insurance firms It encourages competition. The present money stringency has not affected the insurance business materially," Mr. Best continued. "Of course, there has been a tendency of large business firms to carry no heavier insurance on their property during this business depression." . Mr. Best said that the greatest in crease in volume of property values in the middle west will take place within" the next 20 years. Though new insurance companies are springing up throughout the west, foreign firms are writing about 40 per cent of this country's lire and marine insurance, Mr. Best said. Policies for $1,000,000,000 Issued. Nearly $1,000,000,000 in fire and marine insurance was written in this country in the past year, nearly 100 per cent increase over the previous record, Mr. Best- stated. While in Omaha, Mr. Best was the guest of William J. Hotz, 2415 North Forty-fifth avenue. The;,noted insurance expert leave tonight for New York, where he will reappear before the Lockwood in vestigating committee of the New York legislatute, which is probing the alleged private control of insur ance business in that state. Mr. Best was an expert witness before that committee. DeMolay Boys Pay Tribute To Memory of Dead Comrade Members of the Omaha Chapter No. 2, De Molay for Boys, observed their first annual Memorial day, when they gathered at the Scottish Rite cathedral Monday afternoon to pay tribute to the . memory of Thomas H.
