Washington, May 28. Hearing
on the Tincher grain futures bill
recently passed by the house were
begun before the senate committee
on agriculture with Chester Morrill,
assistant chief of the bureau of mat.
kcts, as the first witness'.
Mr. Morrill said that purely sptc
illative transactions on grain ex
changes wouid be prevented by the
lax of 20 cents per bushel imposed
in the bill. The tax, he said, would
make speculation prohibitive and he "
did not expect the government to rea
lize'a dollar of revenue.
Mr. Morrill doubted if co-opera '
tive associations would be admitted
to membership on grain exchanges,
although such provision is included
in the Tincher bill.
"One of the rules of all grain ex
changes is that members shall not
divide commissions," said Mr. Mor
rill. "Co-operative associations di
vide the profits and have, been ex
cluded under that rule. Thv Tincher
bil. docs not meet this condition suf
ficiently to insure the admission of
representatives ot co-operative as
sociations."
Senator Norns of Nebraska, chair
man, and other members of th? com
mittee, agreed with Mr. Morrill, lit'V
no one could suggest an amendment
at the moment that would be ef
fective in respect to the admission
of t he co-operatives.
.Ihe question of the inspection of
records and books of the members
of the exchange was aiso discussed,
the view of Chairman Morris and
others being that the power of the
federal trade commission would te
limited, inasmuch a that commis
sion was not included among gov
ernment representatives that wculd j
ha.e the authority to examine the 4
records.
