Hallowe'en.
As everybody knows Hallowe'en
that, is the evening of November
is th night especially favorable for
the practice of all sorts of magic
rites, especially of those "projects"
of love divinations and charms, by
which j'oung men and maidens seek
to know something of their future
partners, or see them evolved vis
ible from thin air. Ghosts and spirits
walk about and wicrd things arc
said to happen on Hallowe'en.
In some places boys mount pump
kins on poles and, draped in a sheet,
carry them about simulating ghosts.
All this is but a perpetuation of
that feast of the dead which our an
cestors celebrated on November un
numbered centuries ago. Nearly
every savage race on the globe has
such a feast today on some date
when the spirits of the dead are supposed-to
return to their earthly hab
itations. Ours is a perpetuation of
the old Ccjtic feast of the dead,
which was celebrated on the Celtic
New Year's day November 1.
In the hopes of supplanting an old
pagan custom by a Christian observ
ance Pope Gregory IV in 835 estab
lished the feast of All Saints for
November 1. Cut this substitution
not working as well as was expected
a feast of All Souls was instituted
and November 1 being already oc
cupied, was placed for November 2.
Or rather the custom grew up trom
the example of Odilo, abbot "f
Clugny, spreading throughout Chris
tendom, though it is said never to
have been formally sanctioned by
the church itself. This custom of
celebrating a mass for "all the dead
who sleep in Christ" on November 2,
it was thought would be sufficiently
analogus in its idea to wean the
people from their old heathen rites
oi November 1. It was the church s
second attempt to do away with the
old pagan feast of the dead, the
maimed rites of which still flourish
among us in the observances of Hal

America to step in and find a solu
tion to 'the European situation was
voiced bv M. Nohlcinairc in the
chamber " of deputies today during
discussion of the government's for
eign policv.
"The coining hour is the hour of
America," he said. "She has not
signed the treaty, but she has her
word to (.ay. Why should not
America impose precise condition
for the execution of certain clauses
of the treaty; for instance, repara
tions? We iook to America for the
return of normal conditions in
Europe."
Premier lliiand, again replying to
criticism, said:
"Our program is clear and de
finite. There is no room for dis
cussion. Our decisions arc taken
and communicated to Germany;
penalties are ready to be enforced.
"The rcichstag has approved the
Wirth cabinet, which has declared,
its readiness to fulfill Germany
obligations and if tomorrow. Ger
many should attempt to default,
France knows what remains to be
done.
"But I have no right to say m
advance that the German govern
ment is composed of men who will
try to evade their obligations and I
have no right to make their task
harder.
"We have before us, a debtor who
has declared his readiness to pay.
We have the necessary strength to
act if he docs not. I believe it is
France's honor to act with modera
tion and await developments."
Passage of Measure
To Aid Soldiers Urged
By House Committee
Washington, May 26. The house
committee on interstate and foreign
commerce, voted to urge prompt pas
sage of the Sweet bill designed to
carry out the recommendations of
the Dawes commission for the con
solidation of the various government
al agencies having to do with sol
diers' relief.
The hill nrobablv will be brought
up in the house at an early date and
its passage is regarded as .foregone
conclusion. Meanwhile the senate is
going ahead with the Kcnyou bill,
endorsed by the administration, creat
ing a department of public welfare
under which all the various agencies
dealing with world war veterans
would be consolidated.
That part of the Kenyon bill which
deals with soldiers' relief is much
the same as the provisions of the
Sweet bill, so that there is little
chance of friction between the tw"
houses over the measure.
"Kissing Blonde" In
Murder Case Found
Chicago, May 20. The "kissing
blonde," the young woman with
whom Herbert P. Ziegler was seen
dancing in a North Side cabaret
just a few hours before he was kill
ed by Mrs. Cora Isabcllc Orthwein,
was located today. She is Miss Be
atrice Brenner, according to a state
ment by Assistant State's Attorney
Lloyd Heath, who is to prosecute
the murder charge against Mrs.
Orthwein. The trial was continued
until next Tuesday.
Ever since the morning of March
1, when Ziegler, district manager for
a tire company, was slain in the
apartment of Mrs. Orthwein, the

gone on relentlessly. It is believed
she will be able to reveal tne secret
motive which led Mrs. Orthwein to
