AT lantic 0187 Balance of Trade Remains in Favor Of This Country Apparent Balance Against U. S. in April Due to Inclusion In Figures of Gold Imports. By HOLLAND. Because the statement has been made that the balance against the United States in April as repre sented by the difference between ex ports and imports was $7,000,000, a superficial judgment is made which expressed in terms is this: At last our export trade is collapsing and for the first time in years in a single month the balance is against us. This, however, is not the view which is taken by those who have given careful study to the situation. For comparing imports exclusive of gold with exports the balance for the month in our favor was $85,000, 000, but there was an excess of gold imports of $92,000,000. This im ported gold is so figured as to leave an apparent trade balance against us of $7,000,000. But this gold is no part of the actual trade carneu on between the United StateSand other nations, although some oi it may have been used to pay for that trade. Whatever be the purpose behind the exporting of it from other nations to the United States the fact remains that it does not come as a commod ity but as an expedient. The April report of our foreign trade does not seem to give any concern to our bankers and our merchants. They assume that th'e reason for this falling off in exports is due chiefly. If not exclusively, to the Inability of other nations to buy and pay for all th American commodi ties of which there is great need In other parts of tire world. By and by when faci lities are furnished by means of which Europe and the rest of the world can pay for American purchased commodities our export trade will show tho result Paying In ('old. Probably foreign countries are now pay ing as far as they can in gold or Its equivalent for merchandise which they have bought In this country. Presumably some part of tho gold wo have received has been used to liquidate debta or will be used for that purpose. That is the understanding of the meaning of the gold which J. P. Morgan A o. recently received from Great Britain, 3 , 000.000 in all. That is to bo debt paying , gold and wlllXpply on the loan made by Great Britain and the United States of 3110,000,000, which will become due in November. James A. Farrell, who has somewhat reluctantly accepted an appointment by President Harding as chairman of the rtnitaH Rt.tea .hlrinlns- board, and Charles M. Schwab are understood to be In agree ment respecting our merchant marine. Mr. Farrell In the past has earnestly spoken . . ,v.nitv nf maintaining and in creasing our fleet of merchant ships. We must do that for oue reason, he has said. If wo are to keep at home tho frelgh't charges. It has been upon freight charges that Great Britain has relied for aid in tin. , invi.ii,! traila balance large enough to offset their adverse trade bal ance representee; oy me giuwtnw " ttm -...n.t. on," imnorts. Mr. Far rell believes that the government should not be engaged in tho shipping business. It should aid that business In reasonable ways and by adequate legislation. But the business Itself should bo left to private ownership and management. Mr. SchwaD is oi iiks opinion uu . ,,v,iiM,r tted on the day when it was announced that Mr. Farrell was to serve for a time as chairman of tho shipping board. Evidently Mr. Farrell and Mr. Schwab both believe that with proper en couragemnt and the removal ,of certain legislative restrictions our merchant ma rine can and will be under successful management by private .Interests. u xr-.,u.hn1te TTorsret? Che testimony which was given bj Julius KruttschnHt chairman of thi board of tho Southern Pacific railroad, t the Interstate commerce committee of tn senate is spoken of here as being highly interesting and sure to be of value when the committee makes up its report upor. tho result ef the hearings. Mr. Krutt schnHt went very little into generalities. He knew that the committee wanted facts and he furnished a vast amount ol facts for the committee's consideration. He said, however, one thing, which has caused some of his friends in New Yorli to wonder whether he wss not a littla forgetful. He called attention to the fact that the rates charged for freight through the Panama canal are so low as com pared with railroad rates that a large amount pf freight had been diverted ti the water route. His own company had lost millions In this way. He thought that as the people were taxed for the building of the Panama canal that In 't self created a sort of subsidy In favar of the steamers. Mr. Kruttschnitt for got, however, that, however large the mib sldy, so to call it, may have been which is represented by the construction of the -Panama canal by means of taxes, the government of the United States subsl dixed the railroads, with a sinsle excep tion, which cross tho continent from the Mississippi river and the Great lakes to the Pacific coast. Millions upon millions of public lands were donated to the Northern Pacific railroad, and the Union Pacific. TJhe Southern Pacific r-Mled in great measure upon these grants of public lands. Some of them contained unsus pected riches which have since been de veloped. Oil and coal and minerals were discovered on public lands granted to the railroads. Some of these then unsus pected resources have yielded great wealth ' to tho railroads. In the main, however, Mr. Krutt schnltt's testimony which set forth tht difficulties and embarrassments of Ameri can railroads and the reasons for these embarrassments is spoken of hero as be ing the most illuminating testimony upon tho railroad situation which has so far been given. It was observed that Mr. Kruttschnitt did not refrain from intimat ing that one of the causes of the embar rassments and difficulties of the railroads was tho method adopted by tho govern ment when it was in direction and con trol and in fact in potential ownership of tho railroad durlngs tho days of , th war. 50 SO it n I!'
