Washington, May 13. A serious problem confronts federal prohibi tion enforcement officials in the pre vention of sales of alcohol, ostensibly for medicinal and industrial purposes, which later is diverted into illicit channels, Prohibition Commissioner Kramer told the house judiciary com mittee today. The commissioner, ap pearing at the committee's request to discuss the new Volstead anti beer bill, declared that federal agents had established something like good control over the illegal whisky traf fic, but that the new task set was rapidly developing into one of mag nitude. Mr. Kramer said the law which Mr. Volstead has proposed to sup i plement his first dry code "goes to 1 1 the source of the evils" and make3 il positive and definite the powers of J federal officials in enforcement ( work. The rutins; of Former Attor ' ney General Palmer permitting pre scription of beer as a medicine, had upset the bureau's policy with re spect to beer, Mr. Kramer said, add ing that the ruling had "opened the stable doer for somebody, to steal the horse." "The Palmer opinion seems to cov er everything." the prohibition chief continued, "even now, we are being pressed by doctors and others for our authority for limiting permits and prescription blanks. We need legislation, for we are being pressed to tell what right we have to fix nr.v limitations." , Mr. , Kramer proposed legislation which would cut off imports and manufacturing of whisky entirely for a time, so that consumption would catch up with production, lie urged that exports to Canada and Mexico should he stopped, for "all that goes over the border lines finds it way back in some fashion or other." Naval Reservists To Launch Cutter Naval reservists of Omaha will dij? out their dusty blues, salty caps and ratings today when Lieut. Com. D. C. Buell of the United States naval reserve force in Nebraska will direct the launching of a motor cutter in the Missouri river.. The launching will take place at 2 o'clock near the Minne Lusa water works. Boy Scout Troop No. 42 will assist. .,' Louis Chambers, old time river navigator, will take the helm of the cutter. The boat holds 56 persons. The naval reserve force has two cutters in Carter lake for training ipurposes. - ' . f C. S. Firemen extinguished the consequent flames. The explosion was attributed to a sudden turning off of the steam boilers of the heating plant. Damages to the building have not been estimated.
