this morning, the heaviest run reported
at any of the primary markets. Packers
refused to put up droves except at
cheaper cost and trade ruled 1625c
lower, closing fully 25c lower. Best light
hogs brought (7.80, the days' top. and
the bulk of the receipts sold from (7.00
7.50, with scattered loads of big heavies
under the (7.00 level. The weeks' trade
has been featured by a broad packing
demand, with the tendency to values a

featured by a rather dull packing demand,
although fat lamb are closing about 25c

New York, May 1. After a pretty
long stretch of time in which each
successive week had seemed only to
repeat, in character and trend, the
news of the week before mostly of
declining trade, falling prices and
unrelaxing money stringency the
financial markets were confronted
last week with a series of tangible
occurrences of distinct and varied
character.
In some respects it might be said
that this was a week embodying more
events of actual significance than any
which had preceded it in 1921. The
recurrent statements of diminished
profits by industrial corporations, of
decreasing railway earnings ahd of
lower commodity markets; which,
had become tediously familiar dur
ing the three or four preceding
months, were after all, merely con
tinuance of events which were either
happening or being foreshadowed in
the news of December and Novem
ber. The events of last week pointed
forward instead of backward.
But they were by no means clear in their
Indication. Some of them seemed to point
in different directions from others, and
from some of them It was possible t
draw exact opposite conclusions. The
reduction of the Bank of England rate
was a matter of unquestionable signifi
cance, but it was differently explained by
different people as recognition of the
stagnation of trade or as expression of
belief that the credit stringency had
caused the trade stagnation was relax
ing. The great rlso In our gold reserves
was taken In some quarters as a sign
that Europe's credit had declined so rap
Idly as to force her markets to pay actual
cash for American goods and maturing In
debtedness, whereas in other quarters It
was interpreted only as reflecting x the
great strength of our own economic posi
tion and foreshadowing easy money.
Different Meanings.
The rise In sterling exchange to the
highest rate In nine montha might mean
either a genuine recovery In Europe's
financial condition or it might mean
conjecture to a settlement with Germany,
or It might reflect our own heavy loss
of export trade. The successful offering
of the (230.000,000 Burlington Shi per
cent loan could be construed as evidence
of faith In the rallwsy and investment
situation or as a deadweight on recovery
In the Investment market, and that every
announcement came almost simultaneous
ly with tho Pennsylvania railroad's reduc
tion of Its dividend to the lowest rate
since 1878. , .
With all these conflicting aspects, the
news of the week must at least be recogr
nlsea as Indicating something of a break
In the long economic deadlock. It is now
possible to say that the position of our
central banking system Is reversed end
altogether for the better from that of a
year ago; also that the money market
of the outside world is abandoning the
danger signals, and that the Investment
market is very much alive. Hut at the
same time, three dominant influences In
the situation have not been changed or
visibly affected by the pas week's re
velopments the mass of tied-up bank
credit which borrowers are still unable
to liquidate under existing conditions, the
fact that selling prices In many great
commodity markets are below present
cost of production and the continued
failure of railway traffic and existing
railway rates to offset th increase of
1920 in railway wages.

Charles M. Schwab, who has al
ways been an optimist in the nse
that the late J. P. Morgan was when
he said the man who was "a bear
upon United States prosperity would
'go broke,' looks at a situation from
various points of view. He docs not
take a single incident or even two
or three incidents and upon them
bases his opinion. He looks the world
over so to speak and that probably
is the reason why he is reported to
be telling hi: friends that this is no
time for discouragement because a
return to prosperity is inevitable.
Others also base their ensouragiiiR
opinions upon a general survey of
the world's situation. This is why
Judge Gary continues to be an optim
ist notwithstanding the report of the
falling off in earnings of the United
States Steel corporation in the last
quarter. It explains why Judge
Lovett ventured the prediction, al
though a man very careful when ex
pressing an opinion, that it would be
made evident by July 1 that the peak
of depression has passed and recov
ery is well under way.

weeks. One of these was the failure to
bring about a general strike In Great.
Britain. That failure It Is now recognised
waa caused by the demonstration of tho
fundamental and Inherent common sensn
which characterises the great body of
the English people. It has some times
been said that the failure of the plan to
Institute a general strike In Great Britain
Is likely to be classed hereafter as one cf
the most decisive battles in the world's
history.
There Is no doubt that when England
saved herself the rest of the world and
especially the United States applauded.
Undoubtedly also one of the effects of
this triumph of the English people over
Impossible demand made by organized
labor tended to increase confidence in
American securities, f
Another Important Influence.
The securities market undoubtedly fav
orably responded to the decision of th
railway labor board which will permit,
beginning July 1, regulation to be for
mulated by the Individual carriers and
by their employes. Whether or not It
will Immediately affect the wage problem
Is not known. But It Is a gratifying
demonstration of the purposo to permit
business to handle its own problems with
out any governmental interference.
Another Influence which tends to op
timism Is the reduction In prices which
the United States Steel corporation has
at last made. For the present at least,
and very likely permanently, this reduc
tion In" price does not Involve a reduc
tion in wages. The skilled artisans of the
steel corporation for the most part are
not only able but are willing to give
the efficiency which Justifies the pay
ment of high wages.
What Boston Did.
When the Federal Reserve bank of Bos
ton reduced Its discount rate the other
day. only one inference was possible from
this action and that was that It was

land in Its Industries and other occupa
tions has been substantially completed.
The worst is over there and the belief
is that we may look for rapidly increas
ing production and a considerable im
provement in business in the New Eng
land district by July 1.
Not the least of the Influences which
are causing renewed confidence and a
feeling of optimism Is the certainty that
the excess profits tax is speedily to be
repealed and that there Is to be a re.
adjustment of Internal taxation. Th
adoption of national budget system will
be of great advantage In controlling' ex
penditure. It is true that we must ralee
in the form of taxes about (5.000.000,000
a year, but there will be a readjustment
and equalization of taxation the advan
tage of which will be very great.
What Britain Has Done.

be smoother out before many weeks have
passed. The business world will breathe
easier when this Is done. The statement,
made by the official financial authority
of Great Britain that thit nation has. so

of expenditures is one cause of encourage
ment. If England can do tnat there is
no reason why the United State should
be unable to make a similar report. In
England the taxes are h:gncr than they
are here. Some of them are burdensome.
but the English people appear not to com
plain, being willing to submit to the
burdensome taxation in the certainty thn.
the time is not distant when relief will
come.
In fact there Is not a single reason
for doubting the statements made by thee
who are competent to form judgement that
sucn depression as tnere was Is ending and
that the world Is on the road to recovery.
