Modifica. tion of federal grades on spring: wheat was asked of Secretary Wal lace by Representatives of Minnesota and North and South Dakota on the ground that they are too technical to be applied by country buyers and are causing widespread discontent among; farmers who think they are being discriminated against. Repre sentatives of the millers opposed modification, declaring difficulties would be remedied if country eleva tors had better trained men. A committee representing the Minnesota legislature presented a tentative set of grades which would provide that any moisture content over 16 per cent be made a part of the grade designation, eliminate the subclass "red spring" and abolish grade five in all classes. Deputy Inspector McGovern of North Dakota placed samples of the various grades of "dark northern" wheat, on the secretary's table and said that although it was all the same wheat, varying only in percentage of wild peas, on April 20 there was a dif ference between grade No. J, and "sample" grade of over SO Cents a bushel to the farmers. Commissioner Murphy of South Dakota urged modification ,of the grades to allow the use of "the judg ment of the -men" in applying them, declaring it was difficult to set a standard for the entire country wnicn would meet local conditions. Decision was reserved by Secretary Wallace. Commerce Commission Refuses Reduction in Western Rail Rates "" Washington, April 27. The Inter state Commerce commission refused to order a reduction in railroad rates from points of origin east of the Rocky Mountains to points in inter mountain territory. Complaints of business organizations and others were dismissed, the commission hold ing that existing tariffs, which are on a parity with those to Pacific coast points, were not unduly prejudicial. The complaints contended for a graded reduction based on the rates to the Pacific coast, fixed so steam carriers could compete with water commerce passing through the Pana ma canal.. The proposed scheduleg were op posed by manufacturers and business organizations of the Pacific coast, while numerous eastern shippers and manufacturers intervened to oppose a part of the proposed changes which tended to increase rates from the east to the Pacific coast. Exchange Provision in Emergency Tariff Measure Is Revived Chicago Tribune-Omaha Bee Leased Wire. ' Washington, April 27. The senate finance committee decided upon a substitute draft for the exchange equalization clause in the emergency tariff measure. The provision in the bill creating a limitation of 66 2-3 per cent in calculating currency de preciation as affecting mports was stricken out entirely. The section was rewritten so as to fi!ace the entire valuation of imports either on a home market value or the export sales prices. Whichever of these two prices is the higher at the time of sale as measured in American money, is to be taken in reaching valuation. A flat re duction of 33 1-3 per cent in passen ger rates through the sale of mileage books, was proposed in a bill intro duced by Representative Flood,, democrat, Virginia. It would direct the Interstate Commerce commission to issue books of not less than 1,000 , miles at this reduction from the established fare. "Roosevelt Coin" Proposed In Bill Introduced in House) Washington, April 27. Coinage of a 2 1-2 cent piece, bearing the likeness of Theodore Roosevelt, with the date of his birth and death, is provided for in a bill introduced in the house today.
