Council Boiird ; Established By Standard Oil Co.1 Differences to Be Threshed Out in Conferences and Employes Will Have Representation. By HOLLAND. A few davs after Walter Clark Teagle came to New York to begin his duties as the newly chosen presi dent of the Standard Oil company of New Jersey, he set forth in some detail m an informal conversation which lasted throughout the entire evening his view Tespccting the rela tion of labor to nroduction. to the employers and to the public. In fact, it seemed as though Mr. I eagle s first thought when tinderaking his new responsibilities referred to the men who work for wages and es pecially those who are employed by the large corporations. For early in nr. conversation he said speaking earnestly that "we ought to remember the common humanity which charac terizes every one who is engaged in production, whether a skilled artisan, a manual laborer or the salaried of ficer of a corporation, as well as the stockholders." He was of the opinion that if this common humanity was more fully recognized it would be all the easier to perfect satisfac tory relations which would make pos sible full harmony between all who are employed by the corporations.. Understand Labor View. In this view Mr. Teacfle was fully supported a few days later by A. C. Bedford who passed from the presi of the Standard Oil company of New Jersey to the chairman of the board. .President ieagie ana Chairman Bedford are now arid al ways have been in full accord so far as the mutual relations between em ployers and employes are concerned. Both have had experience as actual working men. Both, like Charles M. Schwab, have good understanding of the point of view which labor takes, having been themselves real worker It was enevltable, therefore, that speed ily there should be demonstrated in the management of the Standard Oil company of New Jersey a good understanding of much that is needed In order to obtain harmony between the wage payers and the wage earners. Among other Influences to this end created by President Teagle and Chairman Bedford was the establishment of a coun cil hoard, an to call It. at which confer ences between representatives of the com pany and representatives cnosen ny ii" mnhv.1 cnnM in et and discuss subjects of common Interest, thrash out If neces sary perplexing situations and at last reacn a common asreemeni. j "in ferences are held at stated times and a general meeting of the representatives of 32.00 employes and officers of the com pany is held once a year. Fourth Annual Conference. A conference of this kind waB held a few days ago. Addresses which were made by President Teagle. Chairman Bedford and by representatives of the employes were of far more than e rluslve interest to those who took part ri the (conference. They taught an object lesson which, if it be learned both hv emnlovers and emoloi'es. will go far towards establishing harmony of relations and a thorough understanding Dy in wno are engaged in production, whether salaried officers or wage earners, of their responsibility and opportunity. It was evident from some of the thoughts which were voiced by Presi T..rl. fli.f ha fullv understands some of the difficulties and the cause of these difficulties whlcn now emoarrasn both those who labor as wage earnera and those who work as salaried em ployes. There was clear Intimation in President Tesgle's address of his rec ognition of the fact that there are radical leaders of labor who take ad vantage of a scarcity of labor to de mand extravagant wages while at the same time giving a decreased output. This slwaya results. President Teagle in timated, in making the public, as the ultimate consumers, pay the reasonable prices. After a while the public refuses to pay these prices. This amounts to nothing less thsn a voluntary strike, tacit and unorganised, on the part of the public. It necessarily follows that as demand for products falls off there comes the necessity, of laying off wage earners so that in the long run they do not gain any benefit from the ex travagant pay and decreased output which their leaders demand. Other Side of Picture. President Teagle on the other hand Intimated that there are radical employers who take advantage of a surplus of labor so that they may be able to reduce wages below a reasonable living basis. This Is as harmful in the long run so far as the public is concerned as is the payment of extravsgant wages demanded by radical labor leaders when there is scarcity of It was evident from President Teagle's remarks and also from an address which was made by Chairman Bedford that they are of the opinion ttsat gradually but surely labor leaders who are conservative, broadmlnded and fair as well as em ployers who are of the same disposition nre approaching a true solution of the la Imp nrnHlem. anil there must be a solution of this problem if our industrial and com mercial life Is to be established upon a sound and permanent foundation. Mr. Bedford long ago looked upon col lective bargaining in all matters which were of common interest sa sound policy which could be made effective through in- , dustrlal representation at the table where the collective bargaining is under discus sion. That plan has been adopted by this -corporation snd Mr. Bedford said It Is to be continued. Furthermore, no man or woman will he discriminated sgalnst on account of religious, social, fraternity or union relations. Mr. aearoro Deneves mm. every working man and woman should have one day's rest In the seven and If nA..iku that it.v ahnulfl be Sunday. He and Mr. Teagle have worked out a plan whereby employes may be aiaea oy oe eomlng stockholders. There are also gen eral welfare plans now underway. Already this great corporation has dls v.r.d that it has sons far towards solving the problem whose solution In volved ttve discovery of the factors which make possible harmony oetween an. whether wage earnera or wage payers of those whose occupation it Is to provide commodities ana to oner mess commodi ties to the public.
