I If you are contemplating a trip to Washington these day to "talk things over" with .Harry or Herbmeaning the attor ney general of the United States and the secretary of commerce you had better come with a bankroll and plenty of clothes, because it's likely to develop into a task of more mag nitude than is generally thought. If the Question were asked, as it often is, who are the most difficult men to "see" in Washington these days there could be but one answer. They are Harry M. Daugherty and Herbert Hoover. .The peculiar prob ' lems dealt with by their respective departments draw hordes of people here to see them and their offices are choked at all hours with persons awaiting "conferences." Particularly is Mr. Daugherty a hard-driven official. Due perhaps in a measure to the widespread pub licity he received as the astute po litical manager for the president, and as such, "close to the throne,"' all the legions of earnest-minded citizens who itch to get on the public payroll come to "see Harry Daugh erty." It seems to matter little whether they want to be an ambas sador, a prohibition enforcement agent, a district attorney or a fourth ". assistant doorkeeper in the White House they all come to "see Harry Daugherty. If . they . don't want anything for themselves they come to stick in a good word for their friends, or their friends' friends. All patronage roads lead through Harry Daugherty's office these days. ;The job-seekers and other callers start congregating in the little recep tion room just off the attorney gen eral's office early in the morning. Some of them are there, too, late in the evening when the attorney gen eral ducks out of a side entrance for food and rest. i - Throughout the day the office is jammed. Establishments Opened in Gay Capi tal in Year. Paris, April 22. Statistics pub lished by the prefecture of police show that during 192D, 39.603 per sons were arrested for various of fenses. Of this number, 4,033 were foreigners, more than 5,000 women and 3 96. boys and 96 girls of less than 15 years. Eleven arrests were, for murder, 1,671 for blows causing seri ous injury, and 4,181 for theft. In ef fecting these arrests, 257 policemen were injured, 37 very seriously. One policeman was drowned in attempt ing to rescue a woman who had thrown herself from a bridge into the river and another was killed in attempting to stop a speeding car. Twenty new theaters were opened in Paris, as well as 86 new dancing establishments. This brings the num ber of theaters and music halls to 509 and the dancing establishments to 689. There are some 3,000 establish ments where music is played in Paris, not including restaurants. ' During the year some 70,000 appli cations were for permits by foreign ers, out of which number but 33.000 came to Paris to work. The others were, for the most part, tourists and visitors. The prefecture of police received during the year 96,475 articles found in the city. In this number 5,935 were found in taxis, 22,000 in the subway and 24,000 in buses and street cars. The figures include 13,000 umbrellas and 2,800 keys. More than 23,000 of these articles were returned to their owners, but a fair stock of women's corsets remain, the prefecture re marking that this is about the on!v object for which no lost statement is made and which no one cares to re trieve. The number of automobiles in cir culation in Paris has been increased by 42,195, while 28,610 driving per mits were granted. Trotzky Says Soviet Army Numbers Millions; Plans Drive on Poles London, April 22. Leon Trotzky, Russian soviet war minister, address ing the students passing out of the military school in Moscow, declared that the bolshevik army now counts millions of fighting man with 150,000 officers, while the output of the Rus sian munitions factories increased 400 per cent in 1920, says a Helsing- fors dispatch to the London limes. He added that this summer he would investigate the possibility of an of fensive in the east and a war of re venge against Poland. Meantime advices indicate increas ing activity by insurgents in Siberia and the Ukraine. The advices state that the soviet government delivered an ultimatum to the Ukranian rebels to- surrender their arms, declaring otherwise their villages would be burned. The rebels defied the bol shevik forces, the advices asserted. Knok to Redraft Plan For Separate Peace Washington. Aoril 22. The Knox peace resolution is being redrafted by its author, Senator Knox oi Pennsylvania, to .meet some objec tions raised against it at a meeting of the foreign relations committee today. One of these objections dealt with the feature of the resolution' to protect adequately American rights and interests in the Austrian treaty. Senator Knox u preparing an amendment that will reserve these rights and interests just as they arc reserved in the clauses of the resolu tion restoring the . status of peace with Germany. Another objection was to the et- fect thafthe language of the resolu tion referring to the disposition of alien property might be construed several ways. The future of the sexes can- only be made happy by the "tremendous power of joyous and voluntary motherhood," said Dr. Marie Mopes, famous woman leader, in a lecture before the Woman's Freedom league. Sale of the War department's surplus sup- flies of, canned meats, approximately 1,000,000 pounds, to Thomas Roberts & company, of Philadelphia, for $5,316,276, was announced today. The committee was informed that the meats cost the government 34 cents a pound. The sale price was approximately 6J4 cents.
