Very little of our Labor is common labor. These three items of expense have not materially , lessened, and, as a consequence, we are operating on a cost basis very : much in ekcess of that obtaining on or before' January 1st, 1917. In - other words, we have had no relief whatsoever from the increased cost of Operation incident to the War and its aftermath. In our recent application for relief the City Council concluded that we were not entitled to a rate increase at this 'time, and claimed our operating costs; would so recede as to leave us, in the near future, in a fair earning condition. We are not'in accord with this conclusion, and confidently expect the future to justify our position. During our rate hearing the evidence disclosed certain large power . . users were getting service at less than the cot of production, arid some'; -5 1 including the Metropolitan Water District, at actually less than the costV r of fuel. Rates made in pre-war times were accountable for the major r part of these conditions. , - - - v ' After the conclusion of our rate hearing an Ordinance was intro- : . duced in the City Qouncil with the purpose of correcting the "below cost f ; . sehrice" rates enjoyed by certain power users, and incidentally lower V ing the top'rate, or household rate, in like proportion. Basing pur judg-; l ment on the report of our experts, this Ordinance leaves us with prac tically the same gross income from Omaha users as we had under the rates we were charging at the time the Council considered our applica tion for an increase. It may vary either way approximately, one per -... cent, but hardly to exceed that amount. : - - We agree that the unduly low rates of certain large ; power- users should be raised, but we must" emphatically deny that there is. any , cause or justification for the lowering of the maximum six-cent rate for , two reasons: 1st The six-cent maximum, or household rate, is the lowest maxi mum rate in any of the 114 cities of the United States having a popular ' tion of 50,000 or upwards, except three cities, Los Angeles, Seattle and Youngstown; the first two of which cities have unusually favorably sit-, uated water power, and the third city, Youngstown, is in the heart of the coal district. ' " - ' 2d -We are entitled to an increase in our revenue, and any reduc tion in any part of our rates is therefore unfair and unjustified. In our judgment, the Ordinance now under consideration by the . City Council should not be passed, although, as stated, y?e agree that the rates to the large power users, who are receiving' service at approxi mately cost, or less than cost, should be. raised.
