assistant postmaster general today,
was a telegraph messenger boy in
Chicago 25 years ago and rose to be
trainmaster of the Chicago & North
western railroad. Me obtained his
title as a lieutenant-colonel in the
A. E. F., starting as a first lieu
tenant in the 13th engineers and ad
vancing to superintendent of the
transportation corps during the St.
Mihiel and Metise-Argonne offen
sive. He was given the dis
tinguished service medal for this
work.

President Harding will outline his
views upon the great domestic and
foreign problems with which the
legislative and executive branches of
the government are called upon to
deal.
The major portion of the message
final revision of which Mr. Hardinf
completed tonight, is devoted to tax
and tariff revision, lajor, soldiers'
relief, govern ncnt reorganization and
economy, railroads, merchant ma
rine, foreign trade anc' other do
mestic questions.
Sounding a reversal of policy
from the pursuit of internationalism,
which characterized the Wilson ad
ministration, to the development of
a vigorous, self-reliant nationalism,

tion upon domestic problems, will
accentuate his view that the most

Program for Peace.
The president's program for ef
fecting peace with Germany and for
participation of the United States in
the stablizatlon of world peace is
founded on the principle of non
entanglement in the political affairs
of Europe. The message-will make
it clear that the United btates pur
poses to choose the obligations it is
ready to discharge and not to accept
obligations which it cannot pledge it
self to fulfill in good faith.
Rejection of the league of nations
covenant will be set forth as the only
course in consonance with this
principle'. In such a league the
United States would be involved in a
permanent military alliance and in
extricably entangled in the boundary
disputes and other political quarrels
of Europe so long as the league
should endure. .
The president will declare, how
ever, that the United States seeks
no selfish isolation, but stands ready
to co-operate appropriately with
other nations for the ftablizatior. of
world peace. To what extent thii
co-operi !on will be possible depends
in large measure upon the attitudf
o' the gr?at powers. If they should
scrap the present league the way
would be paved for the creation of
the association ' f nations for con
ference on world peace question, as
"proposed by Mr. Harding. In an"
event, the president stands ready to
sponsor a declaration of the purpose
of the United States to co-operate
with t'.ie E iropean powers to
stabilize pea.ee.
Will Urge Caution.
In such matters as the president
does not commit himself, specifically
to a course of action, he will indicate
the desirability . of proceeding with
caulron and with further delibera
tion in the Jight of conditions which
are still in the making. The mes
sagej for this reason, will not under
take to chart in full detail the course
the executive contemplates pursuing
in developing the nations' peace pro
gram. The program, as Mr Har
ding stated last week, must be es
tablished cautiously and probably
piecemeal. Some of its tentative
features may be materially changed
by international developments in the
next few weeks.
The irreconcilablcs are hoping that
the president will declare for im
mediate adoption of the Knox reso
lution or some similar measure de
claring peace with Germany. They
view such action as the only one in
keeping with the promise of Mr. Har
ding in his acceptance speech that he
would make peace with Germany as
soon as the republican congress
could "pass its declaration for a
republican executive to sign."
- Delay Knox Resolution.
The president, however, has stated
in the last few days that he is op
posed to any precipitate adoption of
the Knox resolution. He wishes to
have a free hand in the next few
weeks in developing a peace policy
which may be materially affected by
the progress of international nego
tiations of' great moment which
Secretary of State Hughes is con
ducting. Whether any features of ttie
Vtrsailles peace treaty can be ac
cepted by the United States and in
what manner the United States can

If the allies, for example, should
recognize the rights for which we
are contending in connection with
Yap and the other confiscated Ger
man territories, the way would be
opened for a peace program embody
ing close co-operation by the United
States with its late cobeligerents.
Church to Be Dedicated
Beatrice, Neb., April 11. (Spe
cial.) The new Congregational
church, which was erected at Cort
land, 20 miles north of Beatrice, at
a cost of $5,000, will be dedicated on
May IS. Rev. C. L. Hammond is
pastor of the church.
