Rail Securities
Owners Request
Joint Meeting
Ask IlA'rdiiig to Call Confer
ence of Executive ant!
Employes to Unsnarl
Wage Tangle.
Washington. April 8. The Na
tional Association of Owners of Rail--road
Securities, joined with five rail
road labor unions in proposing that
President Harding call conference
oT representatives, of both owners
and employes to discuss the railroad
problem, particularly as it affects
wages and working conditions now
in dispute before the railroad labor
board. '
S. Davics Warfield, president of
the association, ind Darwin P.
Kingslcy, president of the New York
Life Insurance company, Conferred
for an hour with the" president on
the general transportation situation
and suggested the conference as one
of the means for adjusting the diffi
culties the roads face.. The request
from the Unions was in the form
of a telegram from B. M, Jewell, head
of the railway employes' department
of the American Federation of La
bor. Cummins to Ask Probe.
Coincident with the conference at
the White House and the receipt cf
the telegram, Chairman Cummins Of
the senate interstate commerce com
mittee said he hsd drafted a resolu
tion for introduction next week, au
thorizing an exhaustive investiga
tion of railroad affairs. He plans to
begin the inquiry aboot April 15.
Means for bringing about a reduc
tion in rates, operating costs and th
cmestion of efficiency under private
ownership will be the principal an
gles to be gone into.
No comment on the 'conference to
day was made at the White Mouse,
but after the meeting a memorandum
left with the president by represen
tatives of the securities owners was
made public, saying the conference
covered a wide field.
After suggesting that "properly
called meetings between the men and
those representing the railroads be
held under the auspices of existint;
governmental agencies the tabor
board and the Interstate Commerce
commission the memorandum said :
Want Just Settlement,
"We are on record that wage ad
justment is only part of the problem"
and expressed the view that this
"should be attained under circum
stances carrying assurances to rail
way workers that whatever Way be
brought about is reasonable and
just."
The securities owners, it was add
ed, felt assured that in Cases in which
an agreement cannot be reached with
an individual railroad management,
the employes would enter into im
mediate discussion of their duties by
regional boards equally divided,
formed by each of the four groups
of railways as now urged by the
commerce commission for rate mak
ing purposes. Procedure " of this
character ,it was said, is encouraged
by the Esch-Cummnis act and would
avoid endless hearings and clogging
of the dockets of the labor board.

Increased at Oshkosli
Oshkosh. Neb., April 8. (Special, i
Practically the same number of
acres of sugar have been contracted
for in this vicinity that were raised
last year, although greater attention
was paid by the company to condi

made. The fieldman for the Great
Western Sugar company states that
more careful cultivation of the ground
before planting is evidenced this
year. About 40 per cent of the crop
will be planted by the end of this
week, being from two to three
weeks earlier tlmn last year. German-raised
