Mr. Wahl berK dot s not bring; as encouraging reports as others have recently brought troni I'.nrope. His point of view, how ever, is that of a man of science and as an engineer of long experience. He looks at the situa tion not from the political, but from the purely practical point of view. He has had opportunity to become familiar not only with atfairs in Ger many, but to some extent with the situation in Russia. Mr. Wahlberg believes that Ger many is in a much mure desperate economic and industrial condition than others have asserted to be the fact. Germany's situation .is so des- netr.te in view that Eurooe is 11 oW and by and by the rest of the world will be harmfully affected by it. It Germany was not situated hi the heart of Europe the depress ing influences might not be so great. Germany, however, can recover, but she must be aidetl to that recovery and must not be economically op: pressed. Conditions in Russia. Russia, Mr. Wahlberg says, is even in a worse condition than Ger many. He gathered some statistics when he was in Russia recently and these show, he says, that two-thirds of all the horses that were in Russia before the bolshevists Rained con trol are now gone. Only one-third of the entire number of horses as compared with four years ago are now available for industry. The loss of cows has been greater. Not more than one-quarter of the cows which Russia possessed before the revolution are now alive and unless the destruc tion of cattle for food is ended the time is not distant when Russia will have no dairv rattle or oxen. Almost all of the shtep are gons and a country which formerly raised much of the food for Europe can now with difficulty feed Itself. The rehabilitation of Europe an of the purchasing power of othor nations may be obtained if two influences bo established. One is the ability to buy raw material and the other Is the discovery of markets for finished products. For the world is anxious to buy. The stagnation, is due to the confusion eraated by the war. Tho ability to buy raw material, of which the United States is now the greatest of tha world's market In which to obtain thesa materials will, as everybody knows, depend upun the granting of credits. The war finance corporation, the com panies which pave 'been organized undee the authority of the so-called Edge law, tho contemplated foreign trade financing orh-anlxntion which may be in operation within a few months, and other sgenetee. including the advancing of credits by American manufacturers, will serve to m creaso our shipments to Europe. But they will not servo to givo Europe the markets for which she stands in need. It is a somewhat complicated proposi tion. Wc are aiding Europe tn many ways and have already aided It to the extent of $4,000,000,000 in securing raw material, but how can we aid it in fimlnig markets for Its finished products, markets which it needs if It is to be rehabilitated without at the eame time Impairing our own command of the markets of the world. Some have said that thla is the most, knotty problem which the United States has to solve. If we do solve It our leaders will tako rank with the great mas ters of trade in Great Britain who have for so long a time dominated the inter national ti-adc of the world.
