Amendment Defeated. At one time Senator Fall, now secretary of the interior, proposed what was known as the ''petroleum amendment" to the treaty, under which Colombia would have agreed not to nullify the American oil and mining holdings in that country. This move followed the promulgation of the Colombian decree nationalizing the oil lands. Later a subsebmmittee of the foreign relations committee, headed by Senator Fall, reported against the inclusion of the amend ment on the ground that the Colom bian decree had been invalidated by the Colombian supreme court. Senators fighting the treaty gave out today the following statement from the government, naming Amer ican and other oil interests in Col ombia: "The Tropical Oil company, con trolled by the Benedum-Trees-Trcat-Crawford Interests of Pittsburgh, was incorporated in Delaware, June L5, 1916. Recently it merged with the International Petroleum company, Ltd., a subsidiary of the Standard Oil company of New Jersey. The plans of the merger call for the or-, ganization of a new Inernational Pe troleum company, Ltd., under the laws of Canada. It is claimed that the merger will be of advafitage to boih'companies, as the International is a producing, refining and market ing organization and the Tropical, a producing company with no. ade quate facilities for distributing. Operates in Peru. "The International Petroleum com- , pany was incorporated in Canada in 1914 and acquired control of three British corporations, the London & Tacific Petroleunii company, Ltd., and the Lagunitas Oil company Ltd.. both producers, and the West Coast Oil Fuel company, Ltd, a marketing concern. It operates in Peru with a refining and shipping port at Taiara. "The Tropical Oil company ac quired the lands of the De Mares concession. They are estimated at between 2,000,000 and 3.000,000 acres and the company has exclusive rights to the products of the subsoil and to the use of any government lands in Colombia for purposes of laying pipelines and the privilege to condemn or pay and arbitrate for f private property for this purpose. probably $1,000,000 has been spent in development. The problem of the company is principally otje of trans portation. It is 400 miles to tide water on the Caribbean, coast through heavy tropical jungle. A pipeline from the wells to the Carib bean coast, including pumping sta tions, tank, storage ' and loading facilities, will cost between $15,000, 000 and $20,000,000. In view of the merger of the company with the Standard oil interests, it is assumed that development operations in this property will go forward on a large scale. . Many Oil Springs. "The Earce concession occupies the entire northern part of the dis trict of Santandcr del Norte, and is situated directly opposite the proven oil fields of the Maracaibo region of Venezuela. The concession contains about 1.500,000 acres. Many springs of high grade oil occur throughout ;hc property. From one such spring General Barce has gotten from 15 to 20 barrels of high grade oil a day and run it through a crude refinery which he constructed on the prop erty. "This concession was taken over by the Carib Syndicate Ltd, (Ameri can) in 1917. This company wai incorporated in New York in 1915. The concession carries the privilege of the exploitation of asphalt and coal. The government is to receive 10 per cent of the gross promotion and retains certain other measures of control. The, Carib Syndicate now has a 25 per cent interest in the Colon Development company, a sub sidiary of the Royal Dutch, which has 4,500.000 acres in Venezuela."
