In the con fusion of movement which existed in 1.1st week's financial market., despite the general and severe decline, two curious facts will be observed. The stock exchange was not affected by the new turn in the German negotia tions, which, on its face, was clearly unfavorable, but it was instantly and unfavorably affected by the news of the wage reduction policy of our rail ways, although that policy which must await official approval, could not make the situation worse and might make it better. But second, although the railway .announcements were the obvious basis for the decline in prices, the weeks heaviest declines were not in the railway stocks, but in ihe industrials. The effect on sentiment of the rail way announcements was undoubtedly greater because they amounted to formal and final declaration that the relief expected from the new rail road law had not been obtained. lCxpectntlons I'pset. When Mr. Wilson made his comment, the bureau of labor's average of prices was 119 per cent over 1914. When the labor board acted, the average was 169 above tho same year. Average Decreases. But last January it was only 77 per cent above 1914 and It is still lower now. Yet the wfige award of last July was made avowedly on the basis of prices of neces saries and cost of living nt that date. The outcome of thj past week's wholly unavoidable movement to reduce the cost of railway operation rests partly with the labor unions, partly with tho labor board and In certain degree with consress. Thnt congress should engage In a thorough ,and immediate Inquiry into all the fact of the situution not only the wago question, but. the question whether rates are not too high to ensure the full movement of transportation is not only unavoidable, but altogether to be desired.
