THE easiest way to know a man's . or a woman's mental caliber is to know how to read the signs engraved in the forehead. It is not the size of the forehead that counts for indications of intel ligence capacity; it is the structure. Some medium-sized foreheads carry a message of much wisdom. The first of these is the one which re cedes toward the hairline, having its heaviest development directly at the eyebrows. The plane is just what the word implies, even or flat, from eyebrow to hairline. The concave is flatat the eyebrows and bulging at the hairline. Now for the characteristics of these foreheads. The convex type indicates that the person has a keen sense of observation. His senses, from "getting things quickly" as ex periences came to him, are very highly developed; his reaction time, when tested psychologica'ly, is quick in "come-back." - Look higher. If the convex fore head is also well developed in the temporal section, then the person adds good reasoning powers to his natural quickness of perception. This is an excellent forehead. Such combinations of development are found in the heads of practical, suc--essful leaders in business. Concave Foreheads. The concave forehead shows the reasoning powers far more devel oped than the sense perception sec tion. Naturally, such a thinking machine is living more within than without. The man with the good concave forehead will be the phil osophic type, the man who wrestles' with the inner problems ot lite more than living in the outer world of sense. If the concave type of forehead belongs to a man -who. has chosen the world of businefs to express himself . in. then watch him. Judge Sutton Declines To Run for Mayoralty Judge A. L. Sutton has declined to be the mayoralty candidate on the ticket of the Committee of 5.000. After debating the proposition sev eral days, the judge decided the Tn come he would receive as mayor of Omalia would be insufficient to sup port his family at home and two sons in college. lie declared City Commissioner Ures refusal to support him for mayor was not a factor entering into his decision. The Committee of 5,000 hoped to induce Sutton to head its ticket which now includes the names of City Commissioners Ringer and Towl. , I Nebraska Power Company Plant Renewed Since 1900 Heavy Crosts Entailed by Im provements Installed, Ex pert for City Testifies " At Hearing. The plant of the Nebraska Tower company as it now exists has near ly all been installed since 1900, ac cording to the testimony offered yesterday afternoon during the elec tric light and power rate hearing be fore the city council. Alton D. Adams of Boston, expert for the city, asserted that of the plant as it was taken over by the Omaha Electric Light and Power company, August 1, 1903, there now remains only a part of a buildiig and some of the lines and, pf course, the land. This line of testimony tended to show the advancement made in the art of producing elec trical energy and also the expansion of the local plant to meet the growth of Omaha, all of which entailed heavy costs, according to the evi dence of the experts for both sides of this rate controversy. Improved Apparatus Installed. s Mr. Adams explained in detail how it was necessary to replace op erating units with improved appara tus and 20 years ago it was economy irksome instances to replace a unit which might have been only five or six years old, because of improv ed methods in the art. During re cent years the method of develop ing electrical energy, he said, has become more stabilized, although improvements are still being made. The hearing has also brought out the facf' that the exigencies of the electric liglit and power business re quire installations in advance of ac tual needs, so as to insure uninter rupted service and also to meet in creased demands as they come. On this account the . Nebraska Power company representatives testified they have expended considerable money during the last two years, one big item being a large turbine of, the latest type. The hearing is drawing toward a close. ,It is probable that when all testimony shall have been concluded today or Friday, the mayor and com missioners will visit the Nebraska Power company's plant to check over some of the details which have been referred to in the hearing. Commissioner Ure suggested this trip and the other members of the council are agreeable.
