The final sessions were virtually
devoid of lcKUtation. The principal
bills wich failed were the army anr
navy appropriation budgets and t lie
immigration cxciiiMon bill. The army
;nd immigration measures met a
"pocket" veto by President Wilson
and the naval bill failed in the sen
ate. President Wilson, in conformance
with custom, waited upon congress
in its final hour in his room off the
senate chamber, signing a few last
minute measures. Among these VTf
the sundry civil appropriation bill
and the Langley bill appropriating
? 18,600,000 for hospitalization of for
mer service men.
Plan Substitutes.
Republican leaders plan to draft
substitutes for the army and navy
bills as soon as the extra session
is convened by President Harding
and rush them through. The immi
gration restriction measure also will
be one of the first measurei consid
ered. (
In addition to the army and immi
gration bills, President Wilson pocje
cted the Wason bill, amending the
war risk insurance act and a private
claim bill.
Little speed marked the day's fi
nal proceedings and it was a tame
finale in comparison with pat
congresses. Wearied by many night
sessions, the customary turbulence
of adjournment was absent. But
there were many touching incidents
in the retirement to private life of
many seasoned veterans;
Swearing in of 32 senators was tin
first business of the new senate
which is expected to continue its
session through next week and' then
adjourn until the extra session of
the 67th congress is called. Onlv
one senator-elect, Peter Norbeck of
South Dakota, failed to respond to
his name todaj.
New Senate Assembles.
After the ceremonies attendant on
the inauguration of President Hard
ing had ended, the new senate again
assembled, received personally from
the new chief executive his cabinet
appointees and confirmed their n'om- i
inatiTuis. The greatly increased re
publican majority in the new senate ,
compelled a rearrangement of seat.

roads aid, to stop loans to the allies,
to prohibit future trading in food
stuffs, to prohibit strikes on rail
roads and other, common carrier?,
for civil service reform, for creation
of a department of education, for
infant and maternity aid, for ac
tion on the impeachment proceed
ings of Representative Welty, demo
crat, Ohio, against Federal Judue
Landis; for punishment of com
mercial bribery, for general amnes
ty to persons convicted under the
espionage laws, to prohibit "cost
plus" government contracts, for
Philippine independence and to ex
tend prohibition to the Phillipines
and for repeal of the railroad phy
sical valuation law.
Several thousand nominations
submitted by President Wilson, in-
eluding about 1,500 postmasters, It
majors and 22 brigadier generals,
were left to die in the senate. All
unenacted bills must be re-introduced
and re-considered anew in
the next congress in order to reach
the statutory goal. Most of them
will be, according to past records.
