Doug 93 Sud-S-4 Drundcis 1 h Bidj Harding to Guide Cabinet Members With Free Rein PreMuVut-Elcot Experted lo Follow Lincoln's Precedent In Leaving Responsibili ties to Secretaries. ' By HOLLAND. s W hen the lew cabinet first gathers around the oblong table in the cab inet room, the president may not find it worth while to take heed of the example set by President Garfieldi at the first meetieig of his secretaries. Garlield, in kindly and courteou maniKr, and yet with a certaio ser iousness, said that it was expected by him and should be the understand ing by Iheni that each would be loyal, not seeking in any way sub sequent preferment for himself. Some years later one of the' cabinet members who heard this comment fr6m the president said: We all understood that Garfield meant that each cabinet officer should refrain from any ambition for the succession. For Garfield, as per haps have other presidents, had in mind a second term. AVe all thought that his comment was aimed ex clusively at Secretary of State James the'G. Blaine. Yet if it were Blaine, he, with perfect cordiality and sincerity, sppke in warmest approval of the president's monition." No Aspirations. As President Harding looks into the faces of -the distinguished men whom he has brought to the cabinet table, it is rot likely that he will discover .the slightest ambition on the paft of any one of them hereafter to occupy the chair in which Harding sits. In other words, there will be no presidential aspirations on the part of anv member of his cabinet. 7. i. ih understanding here that Mr. Harding, when president, will follow faith fully the rule adopted for his own guid ance by President. Lincoln. He w 11 leave as Lincoln did. It he responsibilities for departmental administration to the cabi net officers. Lincoln rarely In'"''""'' and never did so unless some Important question of interat.. nal policy was under consideration. He almost never put his authoritative hand upon Stanton, his sec retary of war, or Chase, his secretary ot the treasury. linden's Future Work. There are in New York1 many friends of Governor Lowdon, some of them men of Influence who warmly supported his candidacy for the presidential nomination, it seems to be the opinion among them that 'he was wise in declining the offer of a cabinet position. They feel that ho may be able to perform a public serv ice which may be of equal Importance, at least economically, with any which he could have performed had he been a member of Harding's cabinet. ; Thev have heard reports mat up oe- cllned- to accept the offer of the Navy j department chier y because n wo n i no experience which would have Tit ten om uM-rf.ii.rv or the navy, 'j opt say ho might nave taisen necu or mo fact that some of the ablest 'of cabinet officers who servvd as head of the Navy di-partment had had no experlenoe in navy affairs. Governor I.owden would have aucceede l as secretary of the navy. He always has succeeded in everything he attempted. Reclaiming Rich Lands. 1 Governor I.owden to reported to be th MseMor of many thousands of acres of land hitherto uncultivated because unrc- claimed. Much of It is within the vicinity (metropolitan district of which , t M(,mphlJ ls th; center. j If we are to rely upon our natural r- sources for assistance in helping the world , rever much attention should be given, In Governor Lowden's opinion, to the rec lamation or lanas, ine sou or wmcn is as rich as that of the valley of the Nl'.t. These lands fringe the Mississippi valley. There are also millions of acres In the Everglades of Florida. There drainage ivork is irr progress which, when com pleted, will make available for cultivation considerably mora than S. 000. 000 acres. ' These" lauds when cultivated will yield ' 30 Ions of sugar cane and from them ; ran bo raised two crops s year. Governor Iowden is snre that reclamation and I fwmlifg' carried on In the modern sclen ! tlrro way will increase the wealth of the j Mississippi valley hy hundreds of millions of dollars. j The presumption here Is that he pur. . poses, after a brief vacation, entering upon work of this kind and perhaps his ! servh-e may ' be ultimately of greater economic or wealth producing value thar any which he could havo performed as secretary of the navy.
