"Under the transportation act," said Mr. Gilbert, "provision was made for a $300,000,000 revolving fund for loans to railroads at less than the market rate. The same act guaranteed to the railroads a stand ard return during the period of six months after the end of federal con trol. This guaranty may take as much as $650,000,000 out of -the treasury. V "Congress has recently revived the war finance corporation in order to make available to the export trade the funds of that corporation, which represent either the proceeds of the treasury's subscription of its 500. 000,000 capital stock or the proceeds of borrowing by the corporation on what would be substantially the gov ernment's credit. ' "A provision has been inserted in a pending bill to authorize the pur chase of $200,000;000 of federal land bank bonds in order to make what are substantially government loans to farmers.
