The advance extended to 28 to 47 points.
The close was a few points off from the
best, but steadied at a net advance ot 20

being on sale to test values. For th

in the average reserve ratio of the
12 banks combined is not great; the
percentage is now 49 1-3, as against

has been continuous in every week
since December 23, when it stood
at 49. The system's present ratio
is the highest since the end or Sep
tember, 1919 or 41 j per cent above
that of a year ago, and the substan
tial rccovcrey since the year began
contrasts with an iininterruDted
weekly decrease between January 9

by professional speculators, and that the
tests have proved nothing except the ab

ders, have been evident for several weeks.

nferences which may be drawn. However.

Three) Ways Out.
So far Ss can be seen, there are three
possible wiys out of the railway dilemma.
Gross earnings might increase sufficiently
to change the situation, but we are con
fronted with nation-wide trade reaction
and trade rea'ction logically implies re
duced traffic and therefore reduction 1ii
total, transportation revenue. That reve
nue might be Increased through the
furthor raising of freight rate by the
interstate commerce commission.
But this possibility raises the question
whether, with prices ef commodities so
heavily reduced, the present rates are not
all that business can pay and etill
flourish. Finally, there la tha- third ex
pedient of reducing railway wares, which

ket and rise in cost of living, were ad
vanced on the average 91 per cent be-
