MM Senate Deadlock On Tariff Bill Growing Tighter Little Chance of Action on Fordney Measure This Ses sion Both Sides Chargo Filibustering. Washington, Tan. 28. Considera tion of the Fordney emergency tar-, iff bilf was delayed in the senate again today and new rocks appeared in its path. With filibustering openly charged, leaders of both sides declared that the chancels of the measure coming to a vote in this session were grad ually growing less. Another ses sion of discussion is scheduled for tomorrow, but it is planned now to turn to the big appropriation bills when the senate convenes Monday. Once the tariff legislation is dis placed, advocates of the bill admit it will be difficult to fet it up for consideration again. The consideration given the tariff at today's session consisted of a speech by Senator King, democrat, Utah, on Russian trade, which oc cupied almost the entire afternoon ahd contained only occasional refer ence to tariff matters, and brief exchanges concerning the meaning of Senator Penrose's cloture peti tion, which was circulated yester day. , Charges Filibustering. The open charge of filibustering was made by Senator Ashurst: dem ccrat, Arizina, following a colloquy between Senator Thomas, democrat Colorado and Senator Penrose, rel ative to "insinuations" of a filibuster. The Pennsylvania senator assured Mr. 1 nomas that he had not intended by circulating his petition to insin uate that a filibuster had been or ganized. senator King then began th speech on Russian trade, but ' was interrupted by Senator McCtimber, republican, North Dakota, who sug gested that the tariff was the sub ject technically before the senate. The latter mentioned the references made to a filibuster and Mr. Ashurst broke in with the exclamation: "I i do not insinuate that there is a fil- ibuster; I charge it." Fails to Stop Speech. The accusation, however failed to interfere with Mr. King's speech and for more than four hours he dis cussed Russia, its government, its people, its trade and internal condi tions and the prospect of estab lishment of a permanent republic. His discosslon thereafter, wa inter rupted ohIv when Senator France, republican, Maryland, engaged with him in a Uebate over actions of the soviet government. When the senate recessed Senator Kins announced that he had much more to say tomorrow and it was understood also that several other senators were preparing to speak on subjects not closely related to tariff questions. This prospect was said bv leaders to mean the hasten ing of action on the plan to lay aside the Fordney bill and dispose of the ; many measures which have com. over from the house.
