The closing chapter in one of London's most sor did love tragedies was written yes terday "afternoon when a Westmin ster coroner's jury returned a vcr rtict that Capt. George Augustus Kelly, formerly of Omaha, Chicago and New 1 York, had murdered "Babs" Taylor, a dancer, and then suicided. Kelly, a handsome and fascinating dancer, leading a meteoric career of 3 man about town, flitting from posi tion to position, at one tune a dance hall manager, frequenting the best 1 hotels, restaurants and night clubs, wai known as Miss Taylor's hus band. ' Unable to burn the candle at both . ends, finally unemployed and with out resources. Kelly began to drink, and later took to drugs. Wss Due to Jealously. Inflamed with jealousy when he was .finally turned down by Miss Taylor, and despondent on account of a lack of funds which prevented him from continuing his butterfly life, Kelly lay in wait for his sweet heart Friday night. When he learned ol her friendship for a Capt. Allan resile at a urignton lasnion able seaside resort, he surprised her in her bedroom, accused her of in fidelity, whipped out his pistol and fatally wounded her, and then killed himself. The shooting occurred in the presence of Miss Taylor's maid. Miss Taylor died in the hospital. According to the evidence of Ei ward George Breen of Mas- ' sachusetts, a member of the royal air forces and recently with the black , and tans in Ireland, Kelly, who was his roommate, was distressed finan cially. -Unable to Sleep. "Kelly complained that he was unable to tleep," said Breen, "and frequently walked the streets all night. Hs was generally wormed all the time about his wife 'Babs ana told me that he was unable to main tain a suitable home for her, and he had nothing left to live for. "I Jast saw Kelly on the day of the tragedy. He told me he was going awav for the week-end and wanted to borrow money. I never knew he was a drug fiend." Captain Leslie testified that he met Miss Taylor at a ball where he gave her money and arranged with her to' go to Brighton. "She told me she was afraid of Kelly," 'he said, "so we got a room at a hotel. When l called at her home Friday I found Kelly dead and Mis Taylor dying." Find Kelly's Note. The maid described the tragedy to the jury but she denied that Miss Taylor used cocaine. The police found a tetter in 'Babs' room from Kelly in which he wrote: "No word regarding tonight. Surely your nights are not so price less but Jhat you could spare me one. Unless you assist me you can not expect anything from me. Help me get out of the country and get : nnw start sn that I ran hp a man. "I wish we could have fallen in love with each other, we have got ten along so splendidly. The police also found large quan ritics of cocaine in Miss Taylor's rooms. " Ingilby Oddie, the coroner, stated: ' "Miss Taylor has been living with Kelly, leading the sort of life which people lead in clubs and drinking about the restaurants the sort or life no one can lead who does not have much money." Senator Al fredo Ellis, in his address of welcome to Bainbridge Colby, the United States secretary of state, when the latter visited the senate yesterday afternoon, made special reference to the Monroe dictrine. , "To your great nation as the older brother of the 17 republics, of the new world was reserved the hard task of watching over the liberty and safety of the whole family," Senator Ellis said. "That program was de fined and known throughout the world as the Monroe doctrine. Even now, faithful t6-the old doctrine, the American people continue to main tain .it instead of accepting the rules and statutes of the league of Euro pean nations. U. S. Liberty's Champion. "Many think that the Monroe doc trine means the whole continent is to be considered us. 'a hunting ground for the Americans,' on account of their power and preponderance over Jlheir weaker brothers. Washington not only was the father of his country, but is considered throughout the Americas as the father of democracy and the great champion of liberty. - Colby is Appreciative. Mr. Colby said President Passoa left a lasting impression in the iiids and hearts of the North American peo ple and that President Wilson had charged hira to express to the Bra zilian people the feelings of esteem and abiding friendship of the North American people for them. One great cause of 4he existing shortage in dwellings, Senator Calder, repub lican of New York, said in address ing the serrate today, is the high rate of federal income tax. This, he de clared, was driving wealthy in vestors to place all their available funds in tax exempt securities issued by municipalities, the states and the national government, and he sug gested that congress meet the -situation by making mortgages on dwell ing houses tax exempt to a reason able figure. " "I am informed, that the Marshall Field estate hi Chicago and the Hetty Green estate, both of which formerly loaned heavily on real es tate, find their incomes from this source to be less than 2 per cent under taxation," Senator Calder said, "and they are diverting their capital funds to more lucrative in vestments. Dr. iiicillianos, head of the political bureau of the foreign office, said today he had been nominated minister to the United States. He stated that he would go to America early in January and pos sibly would be accompanied by the Princess Anastasia, who before her marriage to Prince Christopher of Greece was Mrs. William B. Leeds of New York. Dr. Sicillianos, who is 40 years old, several times was imprisoned by the Venizelists. He declared the Greeks were determined to lose all if neces sary, even their ; lives, to keep their king. Edward Capps. American minister, and Major Martin C. Shallenberger, military attache, called at the king's palace today and signed their names on the visitors' book. They were ac companied to the palace by the Brazilian minister, and it was ex plained that the action was inspired by courtesy and was not the result ca instructions irom wasningion. Men Convicted of Conspiracy Are Sent to Prison Judge Scores Atmosphere of Court While Jury Deliber ates Savored of "Race Track Proclivities." San Francisco, Dec. 23. Harry Brolaski, a broker, and Douglas Newton arc under sentence here to day to a two-years' prison term fol lowing their conviction in federal court on a charge of conspiring to violate the lederal prohibition cn torceincnt act. 13rolaski also was ordered to pay a fine of $10,000 and J s Newton a $5,000 fine. T; Three times before the jury re turned its verdict of guilty it re- Jorted it was unable to agree and udge M. T. Dooling sent it back for further deliberation because of reports of gambling on the verdict were heard about the court room. Scores Alleged Gambling. Judge Dooling said the atmosphere surrounding the trial had been en tirely opposed to federal proceedure and savored too much of race track proclivities." "We are not accustomed to crap games and the like around here" he said. "That is one reason the jury was told lo deliberate further." F. W. Pinchon of the internal revenue service was called to the stand to testify regarding the dice games that was alleged to have been held in the federal buildinu durina the jury deliberations. Will Stop Wagering. He said he did not know 'much about the game, except that "people shoot a couple of dice for aces, deuces, 'naturals' and yell out, 'take your feet off the money'." ' s Judge Uooling remarked that it was the first time in the history of the court that such actions had been carried on. "Such things do not happen around here and they will not again if I can prevent it. I am not going to deliver a lecture, but sucll things as were carried on while the jury was de liberating the fate of the defendants were reprehensible."
