Issue -Balance Sheet Statement Gives ' Financial Transactions of Emergency Fleet Corporation Up to June 3&, 1920. . r-.'-' ' ' Washington, Dec. ' 10. The ship ping board made public a consolidat ed balance iheet as of June 30, 1920. giving financial transactions of the board and the emergency fleet, cor poration from their Inceptio in 1917 to that date. It showed total liabili ties of $.,537,380,7J6 and assets of the same amount and it was the first complete financial statement to be issued by the federal agencies which built the great government-owned merchant marine. The board apparently did not un dertake to show the total amount which had been expended and the fiscal officials', when asked, as to Jthis amount, said it could not be com puted with any degree of accuracy, because of the system of accounting in use in the early days of the board. The liabilities given in the "consol idated balance sheet" included ap propriations by congress of $3,213, 217.110; "reserves" of $735,618,316 and other liabilities of more than $100,000,000, the whole totaling $4. 050.746.866. The total liabilities of $3,537,380,726 represented the differ ence between the $4,000,000,000 total and the excess of expenses over rev enues from operations, sales and the like, which was placed at $513,336,139. Net Loss (Shown. Revenues from operations, sales of ships, etc., were given as $1,)48,928,- 155 and expenses as $1,662,294,294. Revenues from operations of ves sels were $817,271,541 and expenses of the operations $1,002,396,579, the apparent net loss from operatiou be ing $185,125,037, Vessels sold brought $296,515,344 while they cost $339,0.83,676. In its capital assets the board listed the vessels owned, at $2,670, 612,755, this sum representing ex penditures for construction, pur chases and reconditioning. The value of ship yards, property and equipment, fuel oil stations, real estate and buildings, automobiles, launches and '',e ''ke was placed at $158,895,243. Expenditures for con struction of and, improvements to housing projects and transportation facilities were given as $69,6604.977. It was explained that all of these figures represented war costs and not the present value. " Current assets listed ipthe balance sheet included accounts receivable of $293,792,558: general cash and cash fund $96,547,951; investments $30.. 917,587; notes receivable $70,248, 537 and matrials supplies, ships stores and the like, $143,400,297. Claim Gross Revenue. , i On the actual operation of its great fleet the board claimed a gross revenue of $440,549,001. the revenues from voyage being placed at $768,077770, while voyage expenses were only $428,527,999. Maintenance insurance, deprecia tion and other expenses, however, more than ate up these excess re venues. Under the head of shrinkage, due to appraisals, the board showed a total loss of $98,038,507 on materials of all kinds, while the loss on con tract cancellation was placed at $105,176,811. Depreciation of the value of the fleet itself was estimated at $209,-, 465,323; insurance at $140,393,528 and maintenance at $86,321,576. In a supplemental statement Com troller Tweedale said that the total of $513,366,139 representing the ex cess of expenses of operations over revenues was not to be con strued as a loss, fie explained that it contained expenditures amounting to $105,670,993 made for the account of the Army and Navy departments and not yet returned to the board. Mrs. Palmer Offers $20,000 Reward for Return of Jewels New York, Dec. 10. Mrs. Char lotte King Falmer, 50 East Ninetieth street, beaten and robbed of nearly half a million dollars' worth of jew elry, furs and other valuables at her nome last month, declared today she would offer a reward of $20,000. She still suffers from injuries received when she leaped down a stairway to escape the burglars. Veteran Actress Dies. Los Angeles, Cal., 'Dec. 10. Mollic McConnell, veteran actress of stage and screen, for many year3 under contract with Charles Froh man and the Snuberts, died here to day. She was the widow of Wil liarn. Provisions of the army reorganization ct fix ing the peacetime strength of the regular army at approximately 280, 000 nien are mandatory and leave "no discretion to anybody," Secre tary Baker told the house military committee, explaining his action in ordering recruiting up to that figure. The secretary had been asked by Chairman Kahn why the limit of 175,000 provided in the army ap propriation bill had been exceeded. Mr. Baker said the appropriation figure was merely the joint judgment of congress and the War department making a forecast as to the probable maximum recruitment during the year. Chairman Kahn said the commit tee members were "afraid there might be a revulsion of feeling in the country because of the large burden of taxation that would be imposed by an army of 287,000 men" and indicated that some ac tion would be taken at once in an effort to reduce the size of the army, temporarily at least, to around 175, 000 men. Wilsons Decision on Armenia Delivered Paris,' Dec. 1J. President Wil son's decision concerning the Arme nian , boundaries was delivered to the French .foreign office yesterday through the American embassy with a note from Ambassador Wallace, reserving to himself a voice in th,e decision when it is made public. President Wilson's decision con sists of an extremely long note printed in book form. It is signed by President Wilson himself and is accompanied by a thick book of maps, constituting one of the- most magniticient documents ever re ceived by the foreign office, accord ing to the officials there. The only impression given out by the foreign office was that President Wilson had allowed Armenia very liberal borders.
