Inter national agreements by which 4,000, 000 horse power a year could be de veloped at Niagara Falls for matin-' facturing purposes -in the United States and Canada were urged by T. Kjcnnard Thompson, a noted en gineer, in an address here. "If the policy of the five pioneer companies now using power at Niag ara Falls were followed," said Mr. Thompson, "the greatest manufac turing district in the world would be established 'bJwcin Lake Erie and Lake Ontario. on both sides of Niagara river. 4,000,000 Horse Power. "The results in expenditures by private individuals and corporations would be measured by billions of dollars. International agreements should be formed whereby 4,000.000 horsepower can be developed an nually without' interfering with the rights of the pioneer companies or destroying the cataract. "This could be done without ex pense to ' either government.- The two governments couW lew a tax of $20 a horse power, Vjvliich would mean that each government would he assured of an 'Income tax of -$40,-000,000" a year without financial ob ligations.
