On the Stock Kxchangc, business was smaller than that of any day since Mon day and the uncertain movement of prices within a narrow range left the net changes about evenly divided between advances and declines. The decrease in transactions, even of the smaller professional sort, many have been in recognition of the fact that the week-end bank statements are likely to throw some light on it least the temporary character of the money market. There was no change in money rates today, call loans remaining at 7 per cent all day, and' loans for longer periods remaining at J liui sday s level, with little busi ness done, ilore attention is nat urally being paid to the large fi nancial operations of the government during the present month. The quarterly installment on the year's income and profits taxes will be payable a week and a half from now, and the last quarter's payment in September increased v the govern ment's revenue collections $513,-1 000,000 over the preceediug month. t all Money Advances. , But on the other hand, the half yearly Interest on tho $4,500,000,000 Victory bonds is payable December 15, so that the money market will be larguly reimbursed. There was a sharp advanco in call money rates when the same two operations' co incided last June, and the higher rates continued into the following months. That was before the autumn liquidation in the credit market, however. The call money rate at London, which declined from 0 per cent to 4',, earlier In the week, wont to 4i today. Foreign exchange was lower today. Sterling declined Use, touching last week's lowest figures and tho weakness was similarly marked in the rates on franca, Italy and Germany. Such a move ment Is not at all unusual at the approach of the end of the year settlements, when a creditor market is apt to draw down Its balances on other markets. That the retail trade should have improved as the holidays ap proach was to be expected, hut Brad street a report suggests that increase In purchases has been apt to follow retail price cutting. It is added that the net sales of 13 wholesale dry goods houses In Oc tober decreased 34 per cent from last year and at I houses In the shoe trade 33H per cent, but that 4 reporting con cerns in. the clothing trade showed in crease of 7H per cent. November, ac cording to Bradstreet's, brought the larg est number of business failure since Jan uary, 1918, with the largest aggregate lia bilities on record for the month of No vember. Liabilities of houses was halved In 10 of the completem months and exceeded the total of any corresponding time, ex cept 1904 and 1907. In a supplementary report, the Depart ment of Commerce shows that of the $29,000,000 decrease In our October im port trade as compared with the preced ing month. $16,000,000 came from smsller Imports of raw material of manufacture and $5,400,000 from decreased Import of manufactured goods. Our export of finished manufactures In October was $55,000,000 larger than in Sep tember. Taken together, these changes In the export and import trade from the pre vious month reflect, first, the slackeing ac tivity of manufacture, and next the sharp fait of prices for our manufactured goods, ttie latter of which movements both de creased sales of foreign goods In our mar kets and Increased our own salo of manu factured goods abroad. Grain markets displayed surprising strength con sidering the heavy selling and it was easier to trace the latter than the buying. There were severe breaks and sharp bulges, with the close oil a sharp reaction from the top on wheat, while coarse grains were at the highest of the day. The news was favorable to hold ers of wheat in all positions, and the market made a surprising recovery from the various weak spots. Clos ing trades were fit gains of Die on December, while March was un changed. Corn was $c higher for December, unchanged on May, and 4c lower for July, while oats were '4'Bc higher and rye Uic higher.
