Mexico City, Oct. 15. One of the
bit, now More the Mexican cot
gress, intended to encourage foreign
capital to come here, provide for
the opening of three ".free ports."
One is tq, be at Puerto dc Mexico,
f.n the Gulf of Mexico, below Veri
Cruz; another at .Salina Cruz, on the
west coast, and the third at Guay
mas, in the state of Sonora, this
being the home town of President
de la Huerta.
It is proposed to make these .three
towns industrial and warehouse cen
ters. Foreign merchants and manu
facturers will be permitted to kliip
into these dMrcts all sorts of ma
terials, duty free. If the raw mate
rials are manufactured into mer
chantable goods in the free district?
the goods may be shipped abroad
wifliout the payment of duty. If
.hipped into other parts of Mexico,
the usual duty u to be paid.

the bill because hey see in the pro
posed "free port" of Puerto de Mex
ico a blow to the prestige and im
portance of Vera Cruz.
Whisky Interests. ' i
Other opposcr say that whisky
peculators are hack of the "free
oort" idea. i
At present large quantities of
whisky are stored at points along
the border. Owners of this whisky
are nermitted to store the liquor on
the Mexican aide by paying one-half
cf the usual duty, with the under
standing that the remainder must be
paid after a period of six months. If
the owners are able to smuggle their
whisky hack into the United States
before the end of six mouths they
escape the payment of full duty.
At the "free "ports" owners of
whisky could keep their liquor in
storage for year without the pay
ment of a cent. It would also be
possible to build distilleries and
operate them without any cost above
that of labor and material.
Other objectors assert that the
'irec ports" would encourage graft
and smuggling. They say that the
"free ports" would offer opportunity
to all of the rascals in Mexico and
throughout the world.
About Powder Plant. ,
Guaymas, like Salina Cruz, 'is On
the west coast, but is further north,
pn the Gulf of California. That it
was included among the proposed
"free norts" is attributed to the in-

But that there is deeper policy

cated by the hint that the Mexican
government' would like to see the du

could be manufactured for Mexico,

Such an , industry would provide
Mexico with a war plant to be seiz
ed and operated by the government
at any time of crisis.
It is also hinted that in case of
another revolution the warehouses
of "free ports" would offer irre
sistible temptation to looters.

ing a nerve-racking day spent In
dodging startled picnickers at Mer
nmac Highlands, a summer resort,
17-year-old Ignatius Stimpfl cau
tiously made his way into Kirkwood,
a suburb, stark naked and startled
the Kirkwood police force.
According to the boy's story to
Marshal Weiss, "iiur men in a law
red limousine stopped him iu St
'Louis, forced him into the car and
took him to Meratnac Highlands.
There they stripped him of all his
clothing and left him in the woods
with the 'remark: "Now we're even
with you."
Stimpfl found himself in a hor
rible predicament. The day was
damp and chilly and he tried to de
vise some means, for obtaining
clothes.v He, sighted a picnic party
and hid behind a tree.
His efforts to obtain assistance re
sulted only in embarrassment. When
hs sl.outed.to them the party, mainly
women, insisted on coming closer
to hear him, despite his wild ges
hp then turned and
f!cd. All t'ay long he dodged sim
ilar parties, gradually working to
ward Kirkwood, three miles distant.
His feet were torn by the rocks and
hard ground and his body scratched

In the darkfiess of night he slunk
through the Kirkwood alleys to the
home of Marshjl Weiss, where he

900 Cars of Coal Taken
From 1 Mipe in 8 Hours
Springfield, III., Oct. 15. Miners
at the Spring Creek Coal company
mine here set a record for coal pro
duction in one day recently when
they dug 900 cars of coal in the sin
gle eight-hour shift. The pervious
record was 800 cars. In tonnage the
record makes 1,606 tons. John
Strebcl is superintendent of the
mine; Pete Espcr, mine manager,
and Carl Elshoot, assistant general
manager.
Since women have entered into
public lobs and have been success
ful in general Doris May, sprightly
little movie star, has not been hesi
tant about delving into the ranks of
labor. At an editor and printer of
a country newspaper, in her latest
picture. "The Jailbird." she iniects
some comedy into the play. What
she knows about manipulating and
cleaning hand presses was not
learned in a day. she declares.

River Gives Up $2,000
Diamond Lost-Two ears
Yankton, S. D.. Oct. 15. Two
years ago Otto Huber, young real
estate dealer here, and his fiancee,
Miss Ruby Parr, went boat riding
on the James river. A diamond en
gagement ring which had cost Hu
ber $2,000 was lost in the water.
He and "his friends searched for
the gem constantly during, the next
two days but it was not found and
he was called away to war. Kccenx-

Last Sunday he resumed the hunt
using a-fine sand screen. After
working about four hours he was
rewarded by finding the ring. It
has been returned to the young
woman and a wedding is expected
before the week's. end.

today announced a plan for selling

is made that Charles Saunders Dun
das, sixth Viscount Melville, soon
will marry Miss Margaret Todd, an
assistant .in a barber shop in Edin
burgh, says the Times. This will
be the third marriage of the vis
count, who is 77 years of age.

surance Commissioner P. Whitman
received a telephone call from Su

located in Honolulu and a fire mar

Lake Nehagamon cottage on August
25, in which Sailstad was supposed

New York, Oct. 15. The super
dreadnaught Tennessee, which was
launched three months age, has been
fitted complete for sea service and
left the New York navy yard today
on its trial trip. After taking on
1,800 tons of fuel oil at Tompkins,
ville, the Tennessee will proceed to
Newport, R. I., for torpedoes. It
carried a party of engineers and con
tractors, who will watch the vessel's
operations in mancuverings off Long
Island.'

Agency, died here today. He was
a direct descendant of Benjamin
Franklin. Mr. Franklin was one of
