S.0F POLES State Department Sends Note Requesting Declaration of Intention Not to Invade Russian Territory. Chicago Tribune-Omaha Bee Leased Wire Washington, Aug. 26. The State department disclosed officially that it had dispatched a communication to the Polish government asking for a declaration of its intentions not to invade Russian territory. The official statement was as fol lows: "It was admitted at the" State de partment today that a communica tion . had been sent to the Polish government August 21 expressing the hope that the Polish government would find it agreeable to issue a declaration of its intention to abstain from any territorial aggression against Russia and stating its pur pose to remain within the boundaries indicated by the peace conference, pending an agreement as to its east ern frontier." No Reply Received. In discussing this action, depart ment officials said that no formal reply had yet been received, but that they could see no indication of any intention on the part of Poland to transgress the ethnographic Polish boundaries assigned by the peace conference in pursuit of the retreat ing bolshevik forces. Such informa tion has been received in official quarters here, it was said, as would indicate the opposite intention by Poland. It is believed that Poland will not seek to carry on offensive action against the red forces on Russian territory, despite statements report ed to have been made by certain Polish officials that Poland cannot permit boundary considerations to interfere at the present time with the prosecution of military operations, claiming that the ethnographic line between Poland and Russia must be determined after cessation of hos tilities. Such assertions from Polish sources are understood to be not of a responsible character. Reports Not Clear. It is affirmed that this view, which is being advanced by some Poles, is based upon a claim that the Polish national limits on the east have been determined only pro visionally and therefore Poland is not under the necessity of giving strict consideration to those limits in the. present instance. There 'ha been a tendency in Polish quarters to state that the Polish troops will not cross the natural boundaries of Poland. It is not clear whether the provisional ethnographic line of a more comprehensive limit is referred to by this expression. Under any cir cumstances official circles do not regard expressions that the Polish government will ' prosecute the at tack against the bolsheviki across the ethnographic line as representa tive of the attitude of that govern ment. Although the principal allied powers and the United States have not sent to Polard identical notes setting forth their attitude on the boundary question, it is stated au thoritively that Great Britain, France and Italy have all advised the Polish government to the same ef fect and, to that extent, present a united front in opposition to any ag gressive action against Russia be yond the peace conference line. Allies In Accord. Administration officials stated also today that they regarded certain de velopments in the attitude of Euro pean nations toward the Russian Polish situation during the past few days as indicative of a marked re sponse in allied intellectual political circles to the viewpoint set forth in the recent note of this government to Italy. A tendency, they said, is being noted on the part of radical labor, particularly in Europe, to estimate bolshevism at its true worth, and to see it becoming increasingly evident that the soviet government, instead of being, as it represents itself, a government seeking to fulfill the as pirations of the laboring classes, has in realty subjected labor everywhere under its control to the most ruth less tyranny. Two Mail Planes Complete Omaha-to-Cheyenne Flight Cheyenne, Wyo., Aug. 26. Two of the mail airplanes which left Omaha at 12:30 Wednesday arrived here last evening, one at 6:10 o'clock and the other at 6:20. Of the four that now are here two probably will leave for Salt Lake City today. 2,500-Page History Of German Colonies Is Issued as Tribute Berlin, Aug. 26. "A monument to Germany's lost colonial empire," an epitaph to Germany's colonial and pioneer work, is what Governor Heinrich Schnee of German East Africa calls a large three volume German colonial encyclopedia which, he has compiled. It has just come from the press. The work has about 2,500 pages and is the most complete publica tion about the German colonies ever attempted. About four score pro- iessors, oinciais, military men, scien tists and others, aided in the com pilation. The work was practically completed, one volume had already been set up when the war began. The former governor declares in the preface that not a word has been changed as a result of the war, and that while at first it was decided to abandon the project, as Germany no longer had any colonies and there fore there would be little interest in the library, friends insisted upon the work being published as a "monu ment to German work" and to prove how untrue the assertion that the Germans had no capacity as colon- Name Portland Postmaster Washington, Aug. 26.
