ernment as to the liability of the
United States for expenditures ne

ment, but finally were delivered to

The shipping board has claimed that
allocation of the ships to the United
States was permanent and it was on
this ground that it refused for some
tt'ine to deliver the vessels to Great
Britain. The question finally was
referred to President Wilson and the
vessels were ordered delivered to
the British pending a final decision.
It is understood that the State de
partment has asked the ""shipping
board for a detailed explanation of
the basis for its claim of American
