Grea Britain has initiated diplomatic con versations with the American gov ernment as to the liability of the United States for expenditures ne cessitated by the detention in Ameri can ports of the seven former Ger man liners allocated to this country for the homeward - movement of American troops. The ships were held up by the shipping board after their surrender by the War depart ment, but finally were delivered to England. While the shins were detained here, the British crews sent to Amer ica 10 iaKe mem over were iaie ui rew York. A question of demur rage charges also is understood to be involved. No Specific Claim. Xo specific claim for reimburse ment has been presented, it is un derstood, the negotiations hav ing been started to reach an amica ble agreement as to where the re sponsibility for the delay rests. The ultimate ownership 'of the vessels, which include the Impcrator, now operated by the Cunard line, also is understood to nave been made part of the discussion. Great Britain claims title to the ships under the decision of the allied shipping, com mission on which the United States was not represented and the rulings of which never have been accepted by the Washington government. The shipping board has claimed that allocation of the ships to the United States was permanent and it was on this ground that it refused for some tt'ine to deliver the vessels to Great Britain. The question finally was referred to President Wilson and the vessels were ordered delivered to the British pending a final decision. It is understood that the State de partment has asked the ""shipping board for a detailed explanation of the basis for its claim of American ownership.
