Under slug gish dealings, stocks lost ground again today, the effect of bearish op erations being most noticeable in the sugar and railroad equipment groups. The market did not, however, dis close any determined short sales and a moderate covering movement in the last hour leveled out some of the early weak spots. It could be rgued that the action of call money would have brought out more sellinng for the short ac count had the market not , been car- ried in the last fortnight's decline to an average price position which told of an oversold condition for the time being. After standing loans were renewed at 7 per cent the rate moved vup to 9 per cent, the highest of the' month. The scale of dealings indicated a decidedly moderate pub lic participation. There was nothing flew in this, but ' it developed now and then when professional traders are carrying on the bulk of the trad ing, the short account became so .ir expanded that those with short lines are unwilling to go much further and stand readv to run when events unfavorable to their position occur, Sugar Indicate Market Trend. Such events wero not forthcoming. nd the Polish success In clearing the "Danslg i orrlilor" of Russian soviet troops, carry ing the offensive bcy. nd the mere protec tion of Warsaw, had no reflection in stock market quotations. The decline of sugar shares supplied, perhaps, a truer Indira ton of the current trading than any other uevelopment. Presumably the drive at these stocks vvas coupled with information showing the lowering tendency of sugar prices and a similar impression of other price fields colored market quotations. The steel trade, according to the weekly surveys, Is f"ellng the effect of cancellations, al though the interchange of contrast con tinue to lighten the process of receding oroers and tne uncertainty or nigner raii rcad freight rate effects has instilled some uncertainty Into the longer outlook. Lessened automobile company buying Is opening the way for the filling of order for machinery and implement makers on a more general scsle than before. The steel companies evidently are not hastening to accept ofders for Isst quarter delivery and for the fore part of next year until they can feel out the result of the frelgh award cn costs. A reflect'en of this attitude stems likely to be found sooner or later In railroad purchases of cars and track materiel, for It is tealised In the steel trade and In railroad quarter as well that new contracts cannot be hastily agreed u-f.n before the new- basis of costs and Sf lling prices has been determined. A de cline of cotton future prices in today's dealings disclosed a growth of uncertainty over the conBumintr markets during the wlrter which apparently exceeded the di rect Impression from weather news that crop prospects wero Improving. Bond Market Improve. The time is drawing near when the plans surrounding the maturity of Franoe'e portion of the Anglo-French loan will be of marked Interest In the investment mar ket Since the middle of July the demand for bonds has gradually been Improving the market completed it adjustment to a m lo I per cent yield basis. It Is to be expected that the French treBsury will desire; to refund as large a part of the obligation as conditions permit, thus put ting ahead the day for the final liquida tion or the time when tha exchanges will make tho operation less disadvantageous to France than at present. That would be nothing less than good business, for France would ' prefer to con serve1 her gold supply and entrust to her recovery In Industry and commerce tha problem of Improving the position of the franc at NVw York. But the investment and credit markets here may regard the transacMon from another angle, especially if a return in excess of the yield of sound bonds, comparable to a new French insue, Is offered in the expected refunding plan. It goes without saying that the banker will not favor any transaction which threatens to dislocate tha money markets this autumn and thus It Is idle specula ion to guess about the Frehnch .offering. Credit and investment condition will de termine next month whether the loan 1 to be larger or smaller than estimates al ready made. The foreign exchanges declined, sterling receding Zc to 23.61 for eight draft. The continental rates were slightly lower than the day beTore. It would be Interesting to know the extent to which the accumu lation of dollar exchanges for French government account Is figuring In the market, for it Is known that such accumu lation Is going on dally. Chicago G rain By CHARLES D. MICHAELS. Chicago Tribune-Omaha Be Leased tVlra. Chicago, Aug. 8. Bearish news counted strongly in favor of lower prices for coarse grains. Cotton stocks, sugar and chocolate, the lat ter being reported by New York as off 10 cents a pound in a few days, and with' cotton off $3 to $5 a bale for the day, there was a disposition on the part of the trade to back away from the long side, and the close showed prices at or under the inside, with corn 2c to 3$ic and oats fc to lc lower. Wheat cut loose from corn and oats, and closed lAc to lc higher, on wheat futures, with cash up 3c to 4c, but tye was off J4C, to ljgc. Buying of wheat futures by the seaboard combined with light offer ings with less hedging and higher cash prices in all markets made for a stronger and higher market. Re opening of the trading in wheat fu tures at Winnipeg at $2.65 for Oc tober, while not as high prices as expected, brought 7c advance from the low point and induced covering by local shorts. It also checked hedging sales. Country offerings Omaha Grain Omaha, Aug. 18. The market for wheat today ranged 2CtMc higher, the bulk about oc up. Sales were readily made early at these figures, but" with a decline in JTutures, later offerings other thanchoice moved slowly. Corn was rather slow, with prces tanging .23c lower. ' Oats were unchanged to y2c off, generally Jc lower. Rye was a cent lower and barley nominally unchanged. Wheat receipts today showed a further de crease and arrivals of other grains continued light. WHEAT. No. 1 hard: 1 car. 32 52 (choice); 13 ears, 32.61; 2 cars, 32.60; 1 car. 12.50 (smutty).
