Governor Cox, democratic presidential nomi nee, announced today that Edmund H. Moore, Ohio's national commit teeman and the governor's conven tion manager, had definitely and finally refused election as chairman of the national committee with its duties of managing the national campaign. Meeting of the national commit tee, set for 11 o'clorjr. was delayed in starting because of a protracted conference between Governor Cox end Committeeman Moore of Ohio. A memorial asking the committee to aid in seeking ratification of the woman suffrage amendment was presented for Mrs. Carrie Chapman Catt, president of the National American Woman Suffrage associa tion. , "In behalf of the women of the country," the memorial said, "the National American Woman Suf frage association reminds the nation al committee of the democratic party that within the grasp of the party lies the opportunity to render an act of supreme justice to the women of America by securing the 36th ratifi cation of the federal suffrage amend ment. Of far greater moment than party service is the question of right, but we stand at a crisis in American history where both ques tions are pressing. "From every angle of considera tion we urge the democratic com mittee to assume responsibility of achieving the ratification of the amendment by Tennessee and North Carolina and to rest satisfied with nothing short of that achievement. The Bo livian revolution and the renewal since the close of the war of terri torial controversies involving Bo livia, Peru and Chile are attributed in part by La Prenza to President Wilson's pronouncements for the protection of weak nations and the rights of self-determination. "Those ideals in this respect," it says, "are in part the cause of the grave events which have developed on the Pacific coast since the ap pearance of the project that the league of nations settle the quarrels whidh the so-called weak states sub mit to it." President Wilson's attitude, con tinues the paper, has revived the na tional aspirations of Peru and Bo livia, the former seeking support of the president and the league of na tions in a settlement of the ancient Tacna-Arica controversy with Chile by sending a mission to Washing ton; the latter seeking realization of access to the Pacific by sending Gen. Montes to Paris to ask the league of nations to adjudicate on the the matter of an exit through the Tacna Arica littoral. ADVERTISEMENT.
