The couple will make their home in Omaha. Wedding Plans. Plans for the wedding of Miss Effie Cleland, daughter of Mr. and Mn. J. P. Cleland, and Paul D. Sel by, are being completed. The mar riage will take place Wednesday evening, June 30, at the Cleland home, Dr. D. E. Jenkins officiating. It will be followed by an informal reception. Miss Esther Thomas, who was in service overseas with the bride-to-be, will act as bridesmaid, and Earl Hawkins, who served overseas with Mr. Selby, will oe best man. Mrs. C. F. Brinkman will sing and Miss Emma Valentyn will play the wed ding march. Daughters of Isabella. The following is the constitution and its bylaws of the League of Women Voters formed last week at the final meeting of the Ne braska Suffrage association. Mrs. Z. T. Lindsey of this city was chairman of the committee which formed the constitution. CONSTITUTION. Article I Name. The name of this organization shall be the Nebraska League of Women Voters. It shall be auxil iary to the National League of Women Voters. Article II Object. The object of this league shall be to aid in completing the en franchisement of women, to empha size the obligations as well as the privileges of citizenship and to sup port improved legislation. Article III Policy. Tht League as an organization shall have no political party affilia tions. Its officers and membeis, however, shall be free to join the party of their choice. , Article IV Membership Sec. 1. The membership of the Nebraska League of Women" Vot ers shall consist of auxiliary county leagues of the state of Nebraska, and of individual women citizens, both qualified and prospective, from counties in which there is no county organization. Sec. 2. Any woman may become a member of the local county or state league by signng an applica tion for membership, subscribing to the aims of the League, and by pay ing such annual dues as shall be authorized in the, by-laws. Article V. Officers and Directors. Sec. 1. The officers of the League shall consist of chairman, vice chairman, recording secretary and treasurer. Sec. 2. There shall be a board of directors, consisting of one di rector from each of the state con gressional districts, and four direc tors at large. Sec. 3. The officers shall be elected annually by the board of directors from among its own mem bers. The board shall convene im mediately after its own election loi this purpose. Sec. 4. The board shall also elect from its own numbers an executive committee of from 2 to 4 members, who, together with the state chair man, shall have authority to act in emergencies between meetings of the board. Article VI. Council. The board of directors and chair men of all standing committees sug- Personal. Mr. and Mrs. B. L. Koopman an nounce the birth of a daughter, Vir ginia Ruth, Sunday, at the Ford hospital. Mrs. Koopman was formerly Miss Ruth E. Hill. A daughter, Islay June Stewart, was born Friday to Mr. and Mrs. William Stewart. Mrs. Edward Simon, who has been seriously ill with typhoid fever at the home of her mother, Mrs. J. Grabowsky, Bay City, Mich., is con valescing. ' v Mrs. Leo A. Hoffman and children have gone to Clear Lake, la. Mr. and Mrs. Milton Peterson have purchased the E. O. Hamilton home at 4151 Davenport street and will take possession September 1. They will make their home with Mrs. Peterson's mother, Mrs. J. F. Coad, for the summer. Mr. Edward A. Dow, American consul at Juarez, Mexico, arrived Monday to visit his parents, Mr. and Mrs. Charles M. Dow. Mrs. L. J. Cosgrove and small daughter, Mary Ann, of Charleston, S. C, are the guests of Mrs. Cos grove's mother, Mrs. Julia Brooks. Mrs. Edwin F. Thompson arrived Monday from her home in Mineral Wells, Tex., to visit her parents, Mr. and Mrs. R. P. An annual convention shall be held at such rime and place as the board shall designate, at which time the directors shall be elected after the manner prescribed in the bylaws. Sec. 2. If deemed advisable by the board of directors a legislative con ference may be held at any time. Article VIII Committees. Sec. 1. There shall be a state chairman for every national com mittee for which the National League of Women Voters may ask state representation. Sec. 2. Other standing commit tees may be created by the board of directors, but the chairman of these committees need not, by vir tue of such appointment, be mem bers of the council. Article IX Budget. The board of directors shall pre sent a budget for the ensuing year to the annual convention tor its adoption. Traveling and necessary expense of the board of directors shall be authorized to be paid from the state treasury. Article X Amendments. This constitution may be amended by a two-thirds vote of those present and voting at any annual convention, the amendment having been pre viously submitted to the board of di rectors in writing. Article XI Meetings. All meetings shall be conducted under Roberts' Revised Rules of Or- der' BYLAWS. Article I. Dntiei of State Officers. Seo. 1. No member of the board or council ahall be eligible to serve on this committee. The name and address of the chairman of this committee ahall be aent at once to the chairman of each county league, so that nominations for district chairman may be aacertalned, Two names ahall be submitted by the nominating committee for each district chairman and director.at-large, but the name of no woman ahall be presented nt any election held under the league who has not been consulted and signified her willingness to serve If elected.
