Dealings in stocks today added little to mar ket history, listless ihort covering by professional traders accounting mainly for the irregular recovery of industrial shares, while specu lative buying from the same suorces acted to carry some of the railroad issues higher than the day before. There was only half-hearted inici est in business. An 8 per cent renewal rate for call loans cast a damper upon transactions in the early part of the session, and when plenty of offerings appeared later, carrying the quotation down to 6 per cent, the market failed to denote an appreci able awakening of interest. Of more importance than the movements of stocks was news that the $10,001.', 000 Union Pacific 7 per cent equip ment notes had been absorbed ,with as much ease as preceding issues of the same sort, and the announce ment, that a syndicate headed by J. P. Morgan & Co., had under written an offering of about $23, 000,000 stock of the General Motor corporation. These items cast light upon etxisting investment conditions, as well as showing, in case of the second transaction, the attitude of h prominent banking group in re spect to the future of the motor vehicle business. Bfcte in Discount Rotes. The effect of advanced ri'llxcount rates at the reserve bank waa disclosed in an upturn of commercial paper ' discount rates ill' the open market from 7 and 7 4 to 7WH per cent, the quotation vrving In accordance with th quality of bills offered. The rise was entirely In line with expectations and It remains now to be Keen what result win be had in merohandlKo borrowings. The cauars which lay behind recent price reduction en li s In all parts of the country are mill operative and tha gooda markets will now Iihv higher costs to pass along tu the public Th; lad that Important units of the textile li.dustry have gone oh a four-day per week manufacturing basis reflects cur rent uncertainty and confunlon over che public's buying power and disposition toward going prkaa and a further in crease in charges on credit makes more diff'cuU the way of producers in various lines. The commercial paper discount in creases promises to further progress in deflation, but the posslbllty Is presented strongly that developments may have a result In slackened production equal to that In conservatism among ultimate con humers. Liberty, bonds, excepting two issues, went lower today, the movement again reflect ing advancing costs on borrowed capital as well as a scarcity ot credit. Consider Crop News. The financial community is not to be permitted to ceasa consideration of un favorable crop news. Following the rather depressing surveys of wheat conditions in the last fortnight, the government cot ton report today showed the lowest June 1 percentage In the history of the Depart ment of Agriculture. A condition of ti2.4 per cent stands In sharp contrasts with 75.68 per cent a year ago, and with an acreage about the same as in 1919, the prospect for a yield satisfactory for do mestic and foreign demand Is dubious to say the least. Still It Is a period of months bffore the crop begins to fill out and more favorable weather conditions than those of last July and August may bring results quite different than the present outlook contain. Cotton futures quotations responded in the afternoon the exchange was closed uatll 1 o'clock with a rsther sharp advance and subse quent nervous swings back and forth. ' Sterling exchange covered a wide range, first rising rspldly to $3.96 for sight drafts, again of more than 3c above Tues day's final quotation, and later settling d'.vnward until a net Improvement of only 4 of a cent remained at the close. It was the con sensus of opinion at today's meet ing of the committee of 16, that trading in wheat for future delivery should begin July IS with contracts maturing in December under as liberal a contract, so far as delivery of grades is concerned, as might seem reasonable to each exchange, and under such regulatory powers by boards of directors as each ex change might deem necessary to preserve the integrity of its con tracts. Strong commission houses have taken the surplus off the corn market in the past few days. The trade had an impression that the bulk of the buying of late had been short covering, but after a minor dip at the start on scattered selling on a report that 25 switchmen had returned to work at Peoria, prices started upward and there was no pressure until July touched $1.7Sg, or 174 cents above the inside figure of last week. Ualns at Close, Heavy selling by some of the bjst buyers recently, checked the bulge and a slightly overbought condition developed In th pit A sharp break followed, but as soon as the selling ceased prices rallied quickly and the close was at net gslns of 22c.
