Horace Secrist, instructor of -economici and statistics at North western University, told members of the Omaha school forum in the city council chamber yesterday. "You do not get the same econo mies of expenditure publically that you do privately, because political organizations invariably are un economical' His lecture, "How the Nation is Financed," was repeats din the aft ernoon and evening in the council chamber; He asserted that the object of pub lic finance should.be to obtain a maximum of satisfaction of social nfceds from a minimum of expendi ture. He reviewed the development of organized society, with its chain of increasing needs and wants and attendant increase of taxes. s "There is every tendency and in centive to increase the needs of the state to satisfy our social wants, be cause our social organization is growing more complex," he said. "It is a truism of economics that we are organized in groups for production and consumption. No man liyes to himself in these days. Production and consumption has become social ized. Our social wants can be sat isfied only through co-operative groups legally organized. "There should be a differentiation between large and small incomes," he added. The crudities of the general prop erty tax system in vogue in most of the state were pointed out by the speaker, who stated that this sys tem falls far short of justice because of diversified valuation conditions. Ft. Omaha to Build Craft For Gordon Bennett Race Authority was received at Fort Omaha yesterday from the director of air service for the construction at the fort of an 80,000 cubic feet spherical balloon, to carry the army colors in the international balloon race for the Gordon Bennettcup in September. The balloon will be made from materials now on hand at the fort and the rigging and accessories also will be constructed at the fort by balloon .mechanics. Several months ara required to complete such a bal loon. Riggers started work on the bal-l loon yesterday. When finished the craft will be more than twice as big ax anv Snheriral hallnnn nniv at the fort. - Omaha Carriers Vote Not To Adopt Summer Overalls Omaha mail carriers will not pace the city's streets this summer in overalls, as proposed recently by some members of the force as a means of reducing the high cost of letter-toting. Postmaster H. S. Daniel an nounced yesterday the carriers had voted, 129 to 42, against replacing the present gray, cotton-wool uni " forms with gray denim. Most of the carriers, he reported, considered donning denim would involve a loss of dignity to the force in making its members less presentable while on duty. The postoffice department, at the request of Postmaster Daniel, had granted the men permission to wear denim if a maioritv favored the change. Organization of Alumni Plans are being made to perfect an Omaha organization of alumni of the University . of Nebraska. Graduates of the university have been requested to call or send their names to Virgil Haggart, 628 Kee line building. Mr. Haggart 'is com piling' an Omaha roster. - Addition to Will of Late Tom Flynn Shows - Man's Fine Character A statement attached to (he will of the late Thomas J. Flynn, United States marshal, which was filed in county court yesterday, directs in touching language, how his estate shall be administered and what he hopes for the future of his family. The statement is written on city of Omaha stationery and dated Jan uary 29, 1914. It is as follows: "Hoping that it is the will of God that I will be spared to those I love and to those that love me for many years to come and still believing that everyone should leave matters in such shape that unnecessary trouble may be avoided and that whatever is one's estate, whether large or small, it should be de livered over to those for whom it is intended with as much dispatch as possible, I am leaving this document, confident that my darling wife will bring my boys up like the gooq Christian mother that she is, teach ing them to be good, practical Catholics, good citizens and worthy of the friendship and respect of all good people. I know that they in turn will be kind, loving, obedient sons to her and will care for and protect her as long as she is left to them. "Hoping we will all be spared to each other for many years and that we will prosper and he happy. "TOM FLYNN." " Mr. Flynn made his will the same day, leaving all his estate to his wife, Agnes Flynn, and asking that she be appointed executrix. Omaha Stores Are to Observe Memorial Day With Monday Closing Memorial day will be observed by retail stores in Omaha Monday, May 31. . T - This decision was reached by the Associated Retailers at their regular meeting Friday. The association adopted a resolu tion recommending that all retail stores in Omaha close at'l p. m. May 31, because Decoration day falls on Sunday this year. ' Summer closing hours also were discussed at this meeting of the re tailers when it was decided to in augurate the annual early closing Monday, June 14, to continue until August 31. Opening at 9 a. m. and closing at 5 p. m. each day of, the week ex cept Saturday, when the closing hour would be extended to 6 p. m.. was suggested in a resolution adopted by the retailers. At the close of the summer, re turn to the regular hours is advised Omaha Pastors Are to See Picture, "The Stream of Life' "The Stream of Life' a feature picture which has been shown sev eral times at the Methodist Episco pal conference in Des Moines, will be shown to an audience of Omaha pastors and their families at the Rialto theater at 9 Monday morning. It will be shown Monday evening at the Dieta Memorial church at 8. There will be no admission charge. The scenario was written by Rev. R. K. Shields, a Methodist pastor at Newark, N. J., who will be in Omaha while the picture is shown here.
