Ask for Mr. Grant. Bolsheviki In Hills West of Kiev Firmly Set for Stiff Bat A Warsaw, May 3. (By The Asso ciated Press.) The bolsheviki are entrenching in the hills on the west bank of the Dnieper in a great semi circle with their backs against Kiev, the Ukrainian capital, according to information today from the front. The fight for possession of Kiev is at its lieight, raging day and night along the line through the valleys and rivers. Both sides are using artillery, but Kiev has not yet been bombarded by the Poles. It is reported that the Poles, who are within 45 kilometers (approximately 28 miles) of Kiev, are making effective use of modern equipment. From the north the Poles are proceeding southward be low the Pripet and Dnieper rivers with a flotilla. Reports received here say that the plans ot Leon lrotzky, the boishe vik war minister, for the defense of Kiev called for the replacing of General Miezeckow by General Szwiczdow. , 14 Ships Laden With Russian Bourgeoisie . Restricted Parking Zone Must Be Extended Ringer Police Commissioner Ringer an nounced to city, council yesterday necessity for a new policy for regu lating parkins of automobiles on downtown streets. Congestion has been growing rapidly and relief is badly needed to prevent traffic tie ups, he explained. He recommended wide extension of restricted zones where parking is wholly prohibited. It has been found impossible, he said, 'to n fcrce the time limit feature of pres ent ordinances permitting parking for not to exceed 30 minutes on cer tain downtown streets. Car owners take advantage of the lack of ade quate police supervision of parking and leave cars in these areas for five and six hours, he said. CHARGES UNION! CENSORS NEWS IN DAILY PAPERS Buffalo Editor Says But Four Newspapers in U. S. Printed Gary's Steel Testimony. Washington, May 4. The charge ' , that the International Typographical union exercised a censorship over part of the American press was made before the senate newsprint investi gating committee by E. J. McCone, general manager of the Buffalo Com mercial. Called on for specific instances in support of his charge, Mr. McCone declared only four newspapers la -it October printed certain parts of El bert H. Gary's testimony before the senate steel investigating committee and that the Buffalo News, after put ting the story in type, was .forced to change it under pressure from the union's shop chapel. The witness said the Commercial and the New York Times were the only papers in the east that printed the Gary criticism of organized labor, as given the committee. Although the witness stated only ( four newspapers were free of union ' censorship, he did not give the names nor did members of the committee ask for them. Mr. McCone charged that th union through exercise of censorship by the shop chapel kept articles un favorable to organized labor out of most newspapers. Before he had injected a new fea ture into the hearing, Senator Reed's proposal to tax newspapers issuing more than a stipulated number of pages was discussed, commended and condemned. Nearly all of the witnesses agreed that voluntary curtailment, aided possibly by pressure of some kind from the government, would solve the problem. Prices Low, Sales Light, At Muny Milk Stations Two new muny milk stations have been opened on the South Side since Saturday at the fire station. With plenty of milk ind cream at a low price, the sales have been very light, according to John Doyle, battalion chief, in charge of the first station. Chief Doyle said he could not un derstand why the people did not take advantage of the opportunity to buv milk at a reasonable price. The milk sells at both places for 12 cents a quart and 7 cents a pint. Cream sells for 13 cents a half pint and 25 cents a pint, and buttermilk at 6 cents a quart. Butter at 70 cents a pound. ' , .
