' Harbin, Manchuria, ' April 19. Fighting is reported between Jap anese and Chinese troops on the railroad to the west of Harbin. South of this city Japanese have occupied several stations on the railroad to the north' of Chang Chun,, General Voitzehavsky with a rem nant of . the Koldiak army, has joined forces with General SemonorT and is co-operating with the Jap anese, evidently with the intention of establishing a new anti-bolshevik front beyond Manchura station, on the Transsiberian road near the Transbaikal border. It is believed here that the Japanese intend to oc cupy the line as far as Lake Baikal. The committee of railway em ployes recently formed here, which sought to seine control of the Chi nese Eastern line, was temporarily suppressed by General Pao. The present control board consists of fUre Chinese and five Russians under tne management of M. Lachinoff, but there jjave bee no noticeable effects of the Chinese participation in the management, regarding which there are innumerable complaints of graft and defective control. The inter allied technical commission, of which John F. Stevens, American engineer, is the head, is powerless to do ny thing under present conditions to improve the railway situation and it is expectod that it will leave the country shortly, homeward bound.
