New York, April 12. An Increase of 25 per cent in burglary insurance rates which has just been put into effect has brought tp light the fact that employers, made timid by the shortage of domestic workers, are toleratine thefts from their ward robes and wine cellars in order toN retain the few servants thfy have "in captivity." Officials of indemnity companies, who give this explana tion, declare that in many cases em ployers have refused to allow the servants in their households to be questioned about thefts, through fear that they will quit if annoyed. fc-mboldened bv this situation, dis honest servants are reported to be helping themselves to their employ ers effects, such as wine, clothing and jewelry. , . "Servants are privileged charac ters in the homes of the wealthy throughout New York," said the head of one surety company. "In many cases holders of burglary in surance have canceled their claims against the company rather than to prosecute a guilty servant, knowing .L. IJ .1. , v.e , nidi mis wouio mean mc loss or nis or her services." One New York lawyer recently refused to allow his servants to be questioned regarding a $1,000 theft, saying: Don t go near the. house. If the maids susoect vou thev will leave." One investigator reported a case in which a young servant girl had, in two weeks, disposed of eight cases of champagne and eiarht cases of whisky by holding- wine parties in the kitchen for her friends and en tertaining them with choice liquors from her emnlover'a nri'vate? stortr Although the owner knew he Could not replace the missing beverages, ne reiusea to prosecute. Bulletin Being Run Privately Com pels Abandonment of 11 1 Publications. By ARTHUR SEARS HENNING Chlrago Tribune-Omaha lie Leased Wire Washington, April 12. George Creel, former head of the wartime committee on public information, is excoriated in a report to congress of the joint committee on printing, which exposes the reckless extrava gances of the administration on propaganda periodicals and press agenting activities. The committee has compelled the administration to abandon publica tion of 111 out of 226 periodicals at a saving of $1,200,000 annually, has curtailed the allowances for field printing plants $898,100 and reduced the output of the government print ing office to such an extent that $908,184 was saved on print paper alone this year. Stop Publication. The committee caused Creel to cease publication of the official United States Bullentin April 1, 1919, but soon found that it was be- in w n .' . , . . ,1 M. m:..h. . . . ! a wiiiiuutu a a piivauc enterprise under the name of the United States Bulletin by Roger W. Babson. chief of the information and education ...Saa a t .1.. T- - .. . . - C T 1 dvivilc ui xscpsruncni Of JaDor. "The prime mover in the secret negotiations by which the Bulletin was turned over to Babson without a cent of compensation to the gov ernment appears to have been Ed ward S. Rochester, who was given the position of editor of the Bulletin by his friend Creel at a salarv of $5,000 a year and who was continued in mar capacity Dy caDgon tor some time at what is said to have been an even larger salary, says the committee report. "lhus it was that, through the manipulation of Rochester and with the evident assent of Creel, Babson came into possession of the Bulletin. its name, good will, prestige and value as. a going concern, start and1 office, and was even oermitted to conv its mailing lists and subscription ac counts without paying the govern ment for any of these valuaole as sets. Effort to Loot Publication. "When it became evident to Creel and Rochester that the Bulletin was not to be continued as a govern mental organ, there seems to have been a deliberate effort to loot this $600,000 a year publication. A gang of safe-blowers could hardly nave created greater havoc in a country, bank than did these government em ployes in the office of the Official Bulletitn when the final word was given that Uncle Sam had refused to continue as their benevolent pay master. "To the ordinary business man or publisher it would seem that a pub lication having a circulation of 100, 000 conies daily and costing more than $600,000 a vr. m,c l,., siderable files: and rtrnrrlc at h close of its business and that they would be in some order at least for determining the affairs of such a pretentious establishment. "The fact is, however, the records of the Official Bulletin, as well as those of the entire committee on pub lic information, were left in such a Chaotic Condition thai pnnrrr haa had to make a large appropriation to another branch of the govern ment service to audit and close the accounts and affairs of the defunct Creel organization. Babson Scored. "The liauidatinv officer in rfia of this work has already reported that, literally thousands of dollars in checks sent in as subscriptions to the Official Bulletin were found strewn about in the records left by Creel and his associates and that it will take months to bring some sort of prder out of this miserable mess. . The committee scoree TtaScnn fnr the deception that was practiced to make the Babson Official Bulletin' appear to be a government publi cation" and charges Creel for ig noring offers by others than Bah- son to purchase the mailing list. Another Creel publication or dered discontinued was the National School Service, costina- $135,000 a year, the object of which the com mittee says was to "convert the teachers of the countrv tn th Ma of the league of nations and to urge them to teach that doctrine to their school children." . The committee finds that monev was wasted recklessly on the scores of publications at army and navy camps for the purpose of fostering morale during the war.
