Proposal to Amend Army Re
organization Bill Turned
Down Without Record

Washington, March 11. Without
a record vote, the house refuse4 to
amend the army reorganization bill
so as to make General Pershing the
permanent chief of staff. In doing
so, it approved the section permit
ting the secretary of war to make
the selection.
Representative Strong, republican
of Kansas, offering the amendment,
declared that "without it Pershing's
war experience in the management
of the army will be lost." Repre
sentative Caldwell, democrat of New
York, said General Pershing's as
signment as chief-of-staff "would be
a step down." '
Objections by both republicans
and democrats that the general staff
would be permitted to rule the War
department and the army under the
reorganization bill resulted in adop
tion of an amendment which would
prevent assumption of administra
tive functions by the staff.
Representative Johnson, republi
can of South Dakota, tried to have
the bill amended so as to provide
for radical changes in the admin
istration of military justice. A mo
tion to include the Chamberlain
Johnson court-martial measure, was
voted down, 74 to 66.

Dodge, Jr., of No Particular
Import, Say Omaha Leaders'
Members of the local Wood-for-Preident
club deny with vehemence
that there is any dissension within
their ranks on account of the sud
den appearance of N. P. Dodge, Jr.,
on the local political scene and with
ititention of v"assisting in any way
that he can" to promote the Wood
candidacy.
F. P. Corrick of .Lincoln, Ne
braska , campaign manager for
Wood, according to reports yes
terday from Lincoln, expressed ap
prehension that Dodge was going
to succeed him. It is known that
some of the ''drawers of water and
hewers of wood," in the Wood
cause, are not shouting their heads
off in emphasizing the executive
ability of Corrick, but they are try
ing to make the best of it.
Mr. Dodge met yesterday noon
with members of the local Wood
club. The meeting was held in the
Omaha Athletic club and was the
regular weekly meeting. The most
unusual thing about. it was the ap
pearance of Mr. Dodge who re
turned ' this week from Daytona,
Fla., where he had been since De
cember 1.
"I wish to state," said Mr. Dodge,
"that I came here to do .anything
I could to help the Wood cairse,
but I will not serve in any execu
tive capacity." t?
Mr. Dodge added that he will
make speeches or otherwise help,
as the occasion may require. It is
understood on good authority that
he came here on the telegraphic re
quest of Maj. Gen. Leonard Wood,
following an offer to assist in Ne
braska. If Mr. Dodge is to succeed
Frank Corrick, the matter is being
kept sub rosa, at least for the? pres

Kathleen Sullivan will talk at Mon
mouth Park cn "Good Care of the
Child Assures Good Adult Health."

Engineer Denies Report
He Favored "Bitulithic"
E. J. Kraus, civil and mechanical
engineer, was misquoted when he
was reported to have approved bitu
lithic pavement at a recent meeting
of Omaha civil engineers.
"I asked questions as to the life
and quality of this pavement where
it is used," he said, "but I never in
dicated that I favor it."

1920 population figures and in
creases: Louisville, Ky.. 234,891, an in
crease of 10,963, or 4.9 per cent.
St. Joseph, Mo., 77,735, an in
crease of 332 or .4 per cent.
Chambersburg, Pa., 13,171, an in
crease of 1,371. or 11.6 per cent.

WOMEN AT POLLS
APRIL 20 GIVEN
Primary Law Digest Sent Out
by, Republican Committee
Outlines Feminine Rights
and Restrictions.
Just what the women of Omaha
and Douglas county can do in the
primary April 20 is shown in a di
gest of the primary law for 1920,
sent out by the republican state cen
tral committee.
N The qualification required of a
woman apply equally to men, and
in order to exercise her new right
of suffrage the must be a citizen of
the United States, 21 years old or
more. She must have resided in the
state six months, in the county 40
days and in the precinct 10 days.
A ruling of the attorney general
of Nebraska prescribes that all can
didates for precinct committeemen,
both men and women, must file a
request with the county clerk to
have their names appear on the
precinct primary ballot. No fee will
be required for the filing.
April 20 each voting precinct will
elect delegates to the county con
vention, which will be held May 11.
One man and one woman member
of the county central committee will
also be selected for a term of two
years. This committee will elect
its chairman, who will appoint a
secretary and treasurer of the com
mittee. The state convention will
be held May 18.
In this primary women can vote
for the following officers and propo
sitions: .
1. Presidential preference.
2. County officers except judge.
3. Precinct officers except justice
of the peace.
4. Township officers.
5. School officers.
6. Municipal officers.
7. Delegates to the national con
vention. '
8. For county bonds.
Women are disqualified from vot
ing for the following:
1. United States senators.

bronze medallions 'on the com
