Is agricultural reeord of 1919 one of erratic changes, marked radical extremes of exalted cx- atio'n and depressed foreboding, yith a final outcome that fur ies a itriking evidence of Amer- resources, both in soil and in I energy, industry and intelligent lization of opportunity by Amen i farming population, n apite of labor shortage, and in face of difficult climatic coudi- W the volume of rroduction .vas h, not record-breaking, but sufn Jnt. The farmers of America, at a he when unrest has eripped pro ttive labor in every other di.ec- Jti. and when the economic dis tances of the war have been ag Yvated by curtailment of produc n in general industries, have been one class of labor that accepted responsibilities ana measured up its duty. Drought t i many districts, Hooas in a lew, lustrate the extremes experienced winter wheat, While heat, blight id rust decimated the spring sown lop. With a total narvestea wnear Ireage nearly one-tourm larger Ian in 1918 the total wheat crop lially measured only 2 per cent eater. Oaa Pistinct Disappointment The oats croo is our one distinct Jereal disappointment, both in vol- me and in quality, weatner con itions were unfavorable both early nd late, so that the yield was below normal and the weiuht and duality inferior. By reason, however, of the stimulated war acreage the volume of the crop at 1,248,310,000 bushels is above the pre-war stand J -nd should meet domestic, re nirements. but cannot be mater allv lied upon for any unusual exoort demand. Agriculture has functioned well durinsr these trying times, and the American farmer is entitled to a full measure of reward for his intelli gent and . whole-hearted effort Reports of the Metropolitan Water board, as prepared by R. B. Howell, general manager, show that for the first 10 months of 1919 oper ating expenses, excluding deprecia- lon, were 5312,481. as against $238,422 for the corresponding pe- lod of iyi7, an increase of 31 per cent. - "However," the report reads. "during the same period there was an increase in operating income of 1J per cent, more than enough to offset these increased expenses, and that, too, notwithstanding water rates were reduced 5 per cent to 98 per cent of the consumers, Jan uary, 1919." Last year the water district laid 4.35 'miles of pipe lines and com pleted a new 30,000,OQO-galIcn pump at the Florence station. This pump increased the high service pumping capacity 75 per cent. Another 20,000,000-gallon basin was started at Florence last fall, the cost of this improvement to be ;200,000. On December 1 the plant carried 10,000 tons of coal, a supply for six months. The municipal ice plant operated in connection with the water sys tem, manufactured 31,844 tons of ice last year. Jovanitti, policemen said, declared Litvinoff, the bolshevik representa tive who has been conferring here with Tames O'Grady of Great Brit ain for the purpose of bringing about the repatriation of prisoners of war, declared today that "peace is cominsr more quickly than is gen erally believed," according to an in- terview pUDiisnea Demokraten. f : 'OS MOVING December 3 1st to larger quarters in the Elka' Bldg., east side of 15th, between Farnam and Harney.
