SEIZED LINERS TURNED OVER TO GREAT BRITAIN sssasBB President , Wilson, Surrenders To English Vessels About Which Controversy , - Was Waged. Washington, Dec. 26. The con troversy between the shipping board and British officials over possession , of seven German liners used to bring back American troops, and now held idle in New York harbor, ended abruptly today with ttie announce- ' nient that President Wilson had or dered the vessels turned over to Great Britain. The transfer will be made without delay and the ships assigned to passenger, service on British lines. No explanation of the order was made beyond the statement that the State department had found there was no warrant for holding the ships now that the object for which they were assigned by the inter-allied shipping commission to American use the return of the American ' army was accomplished. The . eighth ship of the group, the Im perator, has already been turned over to the British and is being' op erated by the Cunard,line. ; , Separate Questions The unexpected action of the ship ping board last September in re fusing to deliver the Imperator to the British, was understood to be connected with efforts to induce the return to the Standard Oii company of 12 tank steamers, formerly under the German flag, but now held in British custody in the Firth of Forth, by order of the supreme council. The State department took the po sition, however, that these were sep arate questions and must be dealt with separately, the United States carrying out its obligation to turn the German ships over, to the British. Meantime the fate of the tankers remains in doubt. Chairman Payne of the . shipping board recently made a proposal to the supreme council thaf pending adjustment of titles the tankers be put at the disposal of the United States and that Great Brit-, ain be given use of he former Ger man liners. Great Britain agreed to this proposal, it was learned today; on the condition that the United States would furnish Great Britain, France, Italy and Belgium with oil, but it-ifi reported withdrew her ac-. ceptance the day after it was trans mitted. No explanation of the re ported withdrawal was obtainable. . Board Officials in Dark. In the absence of Chairman Payne, officials of the board today were without knowledge of the disposi tion of the tankers. In view of the wOrld-wide shortage of tankers it would be a hardship to the United States, it was declared, if these Americar.-owned vessels should be turned over to other countries. Of ficials expressed the hope that the tankers would eventually be placed at the disposal of the United States. . - i . v :, Under the Versailles treaty, final 1 decision as to the titles all, craft requisitioned from German harbors after the armistice rests with the reparations committee. The present dispute, both as to " tlTe passenger vessels and to the tankers, it was asserted cannot be considered as defnitely settled, the present dispo sition being only .temporary. Big Whisky Shipment. Pittsburgh, Dec. 26. Five thou sand barrels of whisky were being loaded in the hope that it might reach the seaboard in time to be shipped abroad before national pro hibition becomes effective January 16.
